HELB is looking for highly competent, passionate, dedicated and self-driven individual of high integrity who is able to demonstrate strong leadership skills to fill the position.
The Position: Reporting to Chief Finance Officer, the Finance Manager will oversee the management of the Board’s finances, planning of financial services, monitoring expenditures and enforcing financial compliance.
The holder will require knowledge in accounting, financial planning and analysis skills, stakeholder management and an understanding of Government accounting.
The candidate will be expected to have a forward looking vision and be proactive to anticipate key financial performance issues.
This should be done by building robust financial processes to improve efficiency and most importantly, strengthen financial discipline and controls.
Key Duties and Responsibilities
Providing of advisory services to the Board with regard to financial matters.
Develop and implement financial management policies, standards, systems and procedures at the Board.
Coordinating accounting activities for improvement and enforcement of internal controls in the Board;
Undertake and advise on prudent financial management of the Board at all times;
Initiate and prepare the annual budget of the Board and communicate the same to various users within the Board;
Prepare and submit reports on all financial matters;
Ensure the accuracy & completeness of the financial statements;
Ensure proper planning and utilization of HELB resources and maximization of value for money;
Timely preparation of periodic management and annual financial reports of the Board;
Timely and accurate preparation of financial reports to HELB funding partners and stakeholders;
Ensure optimal productivity from the Finance Department staff;
Reporting of annual financial statements based on International Public Sector Accounting Standards (IPSAS);
Coordination of external audit engagement for timely execution of external audit exercise.
Minimum Requirements
A bachelor’s degree in Commerce, Finance, Economics or any other related field of study;
Master’s degree in Business Administration, Finance, or any other related field of study will be an added advantage;
Possession of at least CPA or ACCA and a member of ICPAK of good standing;
Knowledge of operations of computerized accounting environment;
A minimum five (5) years’ experience in a financial management and accounting environment at a senior level.

Excellent knowledge of relevant computer software and applications;
Experience in management of donor funds will be an added advantage;
Good treasury/cash management skills;
Effectively coordinated internal and external audits in the past;
Experience in Public Sector Finance Management (PFM Act).
Compliance with Constitution on Leadership and Integrity
