Responsibilities
This position is in the Bureau of Safety and Environmental Enforcement (BSEE), Office of the Director, Office of Public Affairs (OPA). This position provides the vision and leadership for the BSEE public and internal websites and their associated links, and manages their development, maintenance, and operation located in Washington DC, Sterling VA or Jefferson LA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

Supervisory Duties:
The employee performs supervisor work that requires accomplishment of work through combined technical and administrative direction of others. In addition to the following:
Lead and direct BSEE efforts as an internal expert in the design development, implementation, content management, and maintenance of the BSEE Internet and intranet websites.
Develop policies and guidelines for web design, development and production of web content for each of the BSEE major program areas.
Advise the Director and other top BSEE management officials on aspects of web-based communication approaches, methods, challenges, and issues.
Prioritize website requirements for the Director and other top BSEE management officials and resolve competing requests/requirements among senior leadership.
Work collaboratively with the BSEE CIO on the hardware and software requirements for operating the websites.
Advise the Chief, Public Affairs on web-based communication issues and develop and recommend communication strategies utilizing BSEE’s public website to effectively communicate key messages.
Develop and recommend communications strategies for implementation on the BSEE website.
Provide oversight and direction for the complete web life cycle including creation, updates, and deletion of content. Ensures design work conforms to BSEE/DOI Information Technology staff guidelines/directives.
Develop procedures to assess the effectiveness of BSEE’s web presence for BSEE staff and the public, and continuously seek ways to improve its effectiveness.
Make recommendations to improve the bureau’s capabilities or efficiency in creating, organizing, maintaining and reporting scientific and technical information both inside and outside of the BSEE.
Define target audiences and develop and implement strategies to promote BSEE services and programs. Conduct focus groups to evaluate the usability of BSEE websites.
Prepare and write detailed reports and evaluations pertaining to the BSEE public and internal websites for use by or at the direction of the Chief, OPA.
Interact with the Information Technology staff to ensure the website is maintained and has an effective web presence. Ensures all design and content conforms to Federal requirements for web platform and web Information Technology guidelines and directives.
Meet and coordinate with program managers to recommend and discuss planned web content.
