Job Purpose
The Regional Deputy Director – Programs (RDD-P) leads the strategic development and execution of FilmAid’s Communication with Communities (CWC) and Communication for Development (C4D) programming and programming methodology in line with FilmAid’s Theory of Social Change and its vision and mission. The RDD-P also oversees the coordination and administration of all aspects of ongoing country and regional CWC/C4D, including planning, organizing, staffing, leading, and controlling program activities.
The RDD-P plays a central role and works independently and collaboratively with various teams to promote, position and lead the execution of FilmAid’s Theory of Social Change and CwC/C4D through the strategic distribution of content in crisis/disaster environments using various formats; Video, Audio, Theatre and Digital Media through community outreach and mass media.

FilmAid partners with communities, creators, NGOs, Governments, and the private sector to ensure a collaborative approach to this end.
FilmAid’s work falls into the four integrated components: Media Content, Communication with Communities (CwC), Communication for Development (C4D) and Skills Development that combine to support program delivery. FilmAid produces multiple forms of creative media, which is subsequently distributed through a variety of outreach channels, ensuring that target communities are reached. This CwC/C4D includes targeted screening events and workshops, radio, SMS, as well as digital media platforms. In addition, FilmAid builds skills within the community to deliver the media and outreach components. This participatory approach drives individual change, as well as ensuring community engagement and ownership of all interventions.
Roles and responsibilities include but are not limited to:
Organizational CwC/C4D strategy & methodology
• Lead the strategic development and execution of FilmAid’s Theory of Social Change and CwC/C4D in line with the Humanitarian Accountability Partnership (HAP) framework and Communication with Disaster Affected Communities (CDAC) Network values.
• Lead the design for strategic integrated content distribution using various formats; Film, Audio, Theatre, community engagement, digital media and mass media.
• Ensure the correct implementation of participatory methodology in all FilmAid programs and that all relevant messaging and advisory committees are comprised of all relevant stakeholders, including target communities.
• Contribute to FilmAid’s organizational strategic thinking and organizational growth strategy, working with the regional team and HQ.
• Participate in long- and short-term strategic planning and program development.
Directing CwC/C4D Programs
• Design the delivery of the overall CwC/C4D programs and its activities in accordance with the mission and the goals of the organization.
• Lead the development of regional program implementation framework and mechanisms, which include standards of quality, program approaches and participatory methodologies, as well as entry and exit strategies.
• Select, acquire, and maintain film content from local and international film distributors in collaboration with other departments, and obtain legal clearances for their use.
• Develop training materials and activities to build capacity in all aspects of CwC/C4D including participatory communication.
• Develop forms and records to document CwC/C4D program activities
• Lead the development of realistic internal and grant-specific work plans with various country teams , and coordinate deliverables in collaboration with external partners.
• Develop and effectively manage many simultaneous program timelines, coordinated implementation of high-quality country activities, and establish support mechanisms to assure quality content distribution.
• Build and maintain effective working relationships with external partners to create better inter-organisation communication and a stronger understanding of how their work informs FilmAid’s Program.
• Support internal teams and serve as key advisor to partners in the development and implementation of evidence-based communication strategies and / or execute community communications strategies when needed.
• Lead internal CwC/C4D regular meetings regarding implementation, sustainability, emerging humanitarian crises, and response communication strategies.
• Represent FilmAid in CwC/C4D program meetings with various partners in the refugee operations as well as the region’s CDAC member network and provide technical assistance to these networks when needed;
• Integrate monitoring and evaluation (M&E) findings into FilmAid’s practice of CwC and C4D, with a focus on ensuring relevance and outcomes for all activities;
• Provide inputs to the planning and design of appropriate communication strategies, communication needs assessments, analysis of requirements, monitoring and evaluation, and assessment of results.
Staff the program
• Lead the development of terms of reference, recruitment, interviewing and selection of well-qualified CwC/C4D staff.
• Implement a performance management process for all CwC/C4D program staff.
• Establish work schedules and assign work to key CwC/C4D staff members.
• Manage existing volunteer program and engage volunteers for appropriate CwC/C4D activities using established volunteer management practices.
• Ensure that all CwC /C4D staff receive an appropriate orientation to the organization and the programs as well as appropriate training in accordance with organizational standards.
• Supervise program staff by providing direction, input and feedback.
Control the program
• Coordinate, review, and present regional program reports to regional management, HQ, and donors.
• Evaluate new and existing programming to assess suitability and the need for changes, using information from M&E results.
• Track relevant activities in C4D and CwC and related fields to inform beneficiaries and partners.
• In collaboration with the Research & Learning (R&L) Team, develop a CwC/C4D program evaluation framework to assess the strengths of the program and to identify areas for improvement.
• Work in collaboration with R&L and Creative & Content (C&C) Teams to organize the research, development, pre-testing, and production of culturally relevant information, education and communication materials in the following formats: Video, Audio, Digital (also including posters, booklets, pamphlets, brochures, etc.) in support of FilmAid’s dissemination strategy and program goals and objectives.
• Work in collaboration with R&L and C&C Teams to conduct continuous in-depth research to inform both the initial design and subsequent creation and distribution of all content materials.
• In collaboration with R&L and C&C Teams, oversee the development of facilitation guides for the films produced for the region.
• Work in collaboration with R&L teams in the development and review of field monitoring tools, implementation of planning, monitoring, evaluation and learning at the project/activity and program levels as well as in keeping accurate statistics for outreach activities.
• Ensure that program activities operate within the policies and procedures of the organization.
• Identify and evaluate the risks associated with program activities and take appropriate action to control the risks.
• Ensure that interim and end-project evaluations are included in project designs and budgets, and are carried out and reported in a timely manner to inform future strategies and project designs.
• Work closely with the R&L Manager to pull together all of the information for briefing documents, presentations and reports.
• Ensure that good practices and lessons learnt are collected from all projects, and provide policy recommendations to make organizational learning available.
Donor relations and Fund raising
• Work with the Regional Director, other teams and HQ to identify opportunities for generating resources and develop project documents, such as: strategy papers, annual operations plan, annual budgets, concept notes, full proposals, progress reports, donor reports, etc. to ensure funding and continuity for the CwC/C4D programs.
• Play an active role in FilmAid’s external communication with strategic partners by working closely with the Research & Learning Manager to ensure that the results of M&E are effectively disseminated to partners and stakeholders.
• Serve as programmatic liaison to external partners, including developing formal presentations and other materials for use during program-related events and representing organization at national, regional and local meetings.
Required Qualifications and Experience
1. Bachelor of Arts in Global Communications, International Development or any other relevant social and behavioural science discipline. Master’s degree on the same discipline will be an added advantage.
2. At least 4 years work experience on humanitarian or development sector managing communication for development.
iii. Minimum 8 years of progressively responsible professional work experience in the development, planning and management of Communication for C4D / CwC, with practical experience in developing community communication strategies, behaviour change analysis, and the adaptation and application of communication tools/mediums to specific programs.
1. Previous experience in the same capacity.
2. Track record of successful, collaborative proposal development and writing as well as advocacy for social issues/human rights and identifying, cultivating, maintaining relationships and soliciting major donors, corporates, individuals and other NGOs.
vi. Highly developed communication skills and excellent command of English language, both written and spoken.
1. Effective leadership, management and supervision. In addition, The RDD-P requires excellent analytical, decision-making, interpersonal, organizational, and writing skills.
2. The RDD-P must exercise discretion, independent judgment, political acumen, and professional accountability in all situations. Commitment to humanitarian principles, including HAP and CDAC standards and values as well as Sphere standards.
