Background
DRC East Africa & Yemen (EAY) is a very dynamic regional programme within the Danish Refugee Council. Initial humanitarian aid activities in the region were launched in Somaliland in 1997, and later, in 2005, a regional office was established in Nairobi as a coordination hub for the region, which today includes the country of Kenya, Somalia, Ethiopia, Uganda, Tanzania, Djibouti and Yemen. DRC EAY regional office guides and oversees regional programming within key sectors such as protection, food security, WASH, shelter, CCCM, livelihood and resilience besides hosting several secretariats including the Regional Mixed Migration Secretariat (RMMS) and the Regional Durable Solutions Secretariat (ReDSS). Danish Demining Group (DDG) is an integrated part of DRC EAY, working with conflict analysis and resolutions, small arms reduction and demining programming, among other key activities. Today, more than 1200 employees work with DRC EAY, of which the vast majority is national staff.
Purpose
Deputize the Regional Finance Manager and provide overall support on all financial matters within the countries in the region in close cooperation with the Regional Finance Manager. Controlling of Financial reporting, conducting country monitoring visits, ensuring adherence to HQ and RO Financial management guidelines and implement training on Financial matters for all relevant staff in the region.
Initiate development of a constant improvement of financial and administrative systems, procedures, guidelines etc which can lead to more efficient financial management in line with DRC guidelines.
Key Responsibilities:
The key activities of the Regional Finance Controller will include:
Financial reporting
• Follow up and review Donor Financial report for accuracy, compliance with donor regulations and provide feedback to country offices. Submit Donor Financial reports to HQ for review and final approval.
• Update tracker with comments raised and date submitted.
• Ensure that financial reports with transaction listing are filed on Share point (Finance folder) and for final reports, reconcile income, outstanding Balance sheet accounts and Partner balances and advise for closure.
Capacity Building
• Facilitate Finance for Non Finance Manager meetings
• Develop and update training materials for use by Country programs for induction and technical training.
• Coach and mentor new Finance staff on systems, policies and procedures.
Risks
• Track high risk audit/compliance items and incorporate into the Desk review.
• Monitor Admin projects and X’s older than two months for inclusion into the Financial Liabilities Matrix.
• Agree on compliance visits and schedule the same with country offices.
• Analyze HQ assets Admin project
• Conduct a Country Desk review quarterly.
• Project overview review and follow up.
Cashbook
• Follow up with Country programs on issues arising out of the Transfer of Responsibility matrix.
• Cashbook review for quality, timeliness and completeness for countries that are not yet in the process of Decentralization.
• API & Results Contracts
• Follow up for submission of Annual Performance Indicators on a monthly basis by the 15th of following month. Review APIs for accuracy and completeness and provide feedback to countries.
• Quarterly follow up on prognosis and Master Budget and review for accuracy and completeness and provide feedback to countries.
Internal Authorization
• Maintain a tracker of all IDRAs, Bank Signatories and Power of Attorney.
• Maintain soft copies of all IDRA’s, POAs, SVFs on the Finance folder on Share point.
• Review documents for Quality and completeness and provide feedback.
Scans
• Review scans for quality and completeness and provide feedback to countries.
• Maintain tracker for scans submitted.

Qualifications & Experience
Essential:
• Degree in Finance or Accounting and final certification in CPA or ACCA
• At least 5 years work experience in finance or accounting in INGOs.
• Excellent knowledge in preparing major international donor reports.
• Possess strong analytical and conceptual skills
• Proven Management Skills
• Fluent in written and spoken English.

Reporting Arrangements:
The Regional Finance Controller reports to the Regional Finance Manager
Conditions
Availability: Immediately
Duty Station: Nairobi
Contract: 4 months with possibility of extension. National terms and conditions apply in accordance with the Danish Refugee Council’s Terms of Employment for National staff.
