Duties:
Ensure systems are streamlined between HR, administration, finance and programs
Generate, provide and analyze monthly management reports
Responsible for the preparation of donor financial reports
Coordinate, with the COP, for the submission of donor-related reports in a timely manner
Oversee contractual relationships and performance of external service providers in relevant areas
Oversee external financial commitments including procurement contracts and lease agreements for office, warehouses, etc.
Provide leadership support for the successful implementation of and adherence to the IMA Global HR Operating Policies and Procedures
Institute staff development plans for training in order to build capacity
Ensure strong working relationships between the field offices, the country operations and program teams
Ensure project expenses are reasonable, allocable, prudent and spent in accordance with USAID rules and regulations, and support annual auditing procedures
Ensure that there is sufficient financial staff for disbursing all local costs under this program, monitoring and tracking expenditures, and preparing financial reports of program expenditures for submission to USAID
Other relevant tasks as assigned
The position requires a competent and experienced person with the following attributes:
A master’s degree in business administration, finance or other relevant field
A minimum of 7 years of experience supervising program operations, including human resources, procurement, subcontracts, grants and accounting/finance
Experience working on USAID contracts
Skilled in developing and managing large budgets, experience with managing logistics for the implementation of public health programs in Africa, and demonstrated in depth knowledge of USG Cost Accounting Standards
Demonstrated experience in managing USAID contracts
Possess excellent organizational, analytical, oral and written communications skills demonstrate supervisory skills and an ability to work well in a team
Fluency in English in both oral and written communication
Ability to travel within Uganda or region and internationally as needed
Willingness to support IMA’s mission
