Project Management – Cardno Emerging Markets

Cardno Emerging Markets is seeking dynamic professionals with extensive experience in managing DFID programmes.
Our perfect candidate is a known performer and regular DFID Senior Expert, has achieved strong results on a capacity building/institutional development programme. He/She should possess strong background in any of the following technical areas, preferably developed in East Africa and internationally:

§ Extractives sector governance (policy and legislation, transparency, revenue management, etc.);
§ Institutional capacity development;
§ Women and vulnerable populations in mining (including artisanal miners);
§ Multi-party stakeholder engagement, Public-Private Dialogue and Partnership;
§ Natural resources management (including water);
§ Security and Human Rights;
§ Environmental and social impact assessment and management; or
§ Value chain analysis, feasibility studies.

Requirements:
§ At Least Advanced Degree or PhD in relevant discipline;
§ Highly experienced expert with extensive experience working on public sector reform and extractives management in Sub-Saharan Africa and ideally in Kenya;
§ Experience working with DFID-funded programmes focused on transparency and accountability in the extractives sector
§ Strong background in natural resources governance and management, broader international and regional experience in extractives sectors including mining, oil & gas in Eastern Africa;
§ More than 10 years of experience in managerial positions liaising and engaging with both public institutions and private companies;
§ Good understanding of East Africa extractive sector’s challenges and prospects, including revenue sharing and resources management;
§ Good understanding of DFID Financial management and procurement procedures including DFID’s Value for Money approaches;
§ Strong experience collaborating with national government ministries of Mining, Minerals and Energy
§ Experience working with local governments in counties outside Nairobi;
§ Prior experience working with the Government of Kenya.
