Assistant Programme Administrator – Nairobi – UN-Habitat

BACKGROUND
Globally, 85 per cent of the world’s young people live in developing countries, and an ever-increasing number of them are growing up in cities. It is estimated that by 2030, as many as 60% of all urban dwellers will be under the age of 18. All over the world, young people are finding it increasingly difficult to break into the labor market. Youth make up 25% of the global working age population, but account for 43.7% of the unemployed.
This means that almost every other jobless person in the world is between the ages of 15 and 24. The exclusion from the economic, political, and social life of their countries breeds disillusionment, hopelessness, and upheaval. Research has found links between youth unemployment and social exclusion, and suggests that this may lead to political and social instability, and possibly to violence.
Action is required to achieve economic prosperity for, and the inclusion of, the youth. Although evidence shows that governments and cities are making efforts to tackle youth poverty and their lack of engagement in governance, resources to undertake such interventions are very limited. UN-Habitat recognizes the potential of the youth as a major force for creating a better urban future.

RESPONSIBILITIES
Under the supervision of the Unit Chief, Youth and Livelihoods, the consultant will be responsible for the following tasks and outputs:
• Create and manage a comprehensive Partners database:
• Provide support in data entry into a database of the contacts of partners and personalities supporting the youth activities.
• Regularly update the Partners database
• Update Partners on new changes within the UN System that they need to adjust to.
• Drafting Memos
• Support in the development of monitoring structures to track project administrative financial related responsibilities
• Assist in follow up of payments to implementing partners and vendors
• Provide assistance in the development of publications
Provide direct support to the branch coordinator on other tasks required to meet the branch objectives

OUTPUTS
The Consultant is required to prepare a final report and outputs on the status of the partner database, the project administrative financial related duties including payments to partners and vendors.

EDUCATION
• University Degree in public administration, or other related social science is required, a Diploma coupled with 2 years professional experience in a youth related programme, will be accepted in lieu of the degree.

WORK EXPERIENCE
• Minimum of 4 years’ experience in administrative and/or secretariat field. Experience working within the UN system is desirable
• Knowledge of databases
• Competency in Microsoft Office and other software.
• Strong interpersonal skills and the experience in working in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
• Fluency in spoken and written English is required.
• Capacity to work with minimal supervision **

LANGUAGE SKILLS
English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of a second official UN language is an advantage. **
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
