SPECIAL VACANCY NOTICE Open to Internal and External Candidates Position Title: Program Development Assistant Vacancy Number: SVN/IOMSO/087/2016 Duty Station: Nairobi, Kenya Classification: General Service Staff, Grade G5/1 Type of Appointment: Short term, six (6) months with possibility of extension Estimated Start Date: As soon as possible Closing Date: 9th November 2016 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: The SSI program in Somalia is primarily a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government, particularly newly formed District Administrations and regional state institutions. The overall objective of the program is to support the political transition of Somalia towards a functioning and stabilized Federal State through activities that promote good governance, consolidation of the federal structure, and a receptive environment to respond to emerging political contingencies. Under the overall guidance of the Chief of Mission of IOM Somalia and under the overall supervision of the SSI Chief of Party and reporting directly to the National Program Officer in Nairobi, the Program Development Assistant will be responsible for providing assistance to National Program Officer in Nairobi in providing technical support to the field teams in the development, implementation and monitoring of SSI grants. Key responsibilities will include supporting field program teams in grant development, tracking grant ideas and concepts submitted to Senior Management Team for discussions, organizing weekly program development meeting and concept discussion forums. The PDA shall maintain an updated record of the weekly and biweekly program development and concept discussion meetings and follow up with relevant staff on action points from the meeting. The Program Development Assistant will also coordinate with the Grants Unit in ensuring field program staff meet projected targets for yellow light and green light date submissions. Page 2 / 3 Core Functions / Responsibilities: The Program Development Assistant responsibilities will include, but not be limited to, the following: 1. Provide assistance in drafting of AITs for all ideas generated by the senior management team (SMT) in Nairobi when necessary; 2. Support the Kismayo and Baidoa teams in the formulation of grant ideas on a weekly basis. This involves assisting in putting into Activity Idea Template (AIT); 3. Assist in review of all grant narratives and budgets to ensure that required information has been provided before submission for approval; 4. Assist in providing technical support to the field teams in the development, implementation and monitoring of SSI grants; 5. Support the field staff in preparation of activity budgets including ensuring budget review process with all relevant units such finance and procurement; 6. Assist in development of TORs for grant specific STTAs and liaise with HR in recruitment of respective STTA; 7. Assist in development of scope of work for activities that require outsourcing to a local partner; 8. Assist in organizing and maintaining records for the weekly Program Development Meetings and biweekly concept discussions meetings; 9. Liaise and coordinate with the Grants, Finance and Procurement Units in both in Nairobi and the field during grant development; 10. Coordinate with the Grants Unit in ensuring field program staff meet projected targets for yellow light and green light date submissions; 11. Exercise quality control over narrative and budget development, and verify activities are in line with IOM and donor guidelines and requirements; 12. Support the Program team based in the field to complete their tasks and assignments. This may require travel to Mogadishu on need basis; 13. Monitor grant Purchase Requisition Form (PRFs) are submitted timely by activity focal person upon greenlight of the grant; 14. Perform such other duties as may be assigned; Required Qualifications and Experience Education 1. University degree/Diploma preferred, such as in development, project management, social work or any other related field; 2. Thorough knowledge and understanding of government structures and current development planning in Somalia; 3. Knowledge of MS Project and common software applications such as Word, Excel, PowerPoint and Access. Experience 1. Minimum of three years’ professional experience in the field of governance and development, or management, especially in international organizations such as NGOs; 2. Minimum two years’ of specific experience in development with project design, implementation and monitoring; 3. Previous experience with USAID stabilization programming is an advantage; Page 3 / 3 4. Demonstrated capacity to understand and analyse the national, regional, and local political context in Somalia; 5. A drive for results in a high-volume, quick-paced programme environment; creativity and analytical capability required to respond to evolving programme demands and current events. Languages Fluency in English and Somali is required.
