Background
The Danish Refugee Council has been providing relief and development services in the Horn of Africa since 1997. Using protection and human rights framework, DRC has mainly focused on Somalis displaced by conflict. The programs includes protection, Livelihoods, food and NFI distributions, water and sanitation and advocacy among others .There are 4 main offices in Somalia region, one in Yemen, one in Kenya and a regional office in Nairobi. The last 2 years has seen growth in program size, leading to greater demand for support and management functions by the program offices for efficient service delivery and accountability.
Purpose
The incumbent will implement and monitor all DRC livelihood activities including micro-enterprise development, value chain and VSLA trainings to persons of concerns, within Dadaab Refugee camp and Dadaab host community.
Key Responsibilities
Livelihoods Project Management
Implement micro enterprise development activities within the camp and host community with emphasis on promoting group development through training, coaching, mentorship, regular feedback and identification of investment needs and opportunities.
Recruit and train project beneficiaries on business management, entrepreneurship, market linkages as well as financial literacy and value chain development skills training.
Prepare weekly, monthly narratives, Quarterly, midyear and annual progress reports.
Conduct Training Needs Assessment for groups and Individuals, to identify areas of training in business development.
Document human interest stories/case studies quarterly.
Program development Monitoring and Evaluation.
Carry out participatory needs assessments and identify appropriate livelihood interventions to increase income of beneficiaries and reduce poverty.
Participate in periodic camp leaders review and planning meetings and any external meetings as delegated by the supervisor from time to time.
Ensure Incentive workers adhere to HAP principles in day to day project implementation, participate in HAP audits and support M& E plan.
Assist in development of Livelihood concept notes
Report on M&E activities and document most significant case (MSC) stories.
Coordination and partnership
Serve as liaison with stakeholders and relevant GoK departments at the Camp and sub county levels.
Promote effective collaboration between refugees and Dadaab host community participating in DRC project activities.
In the absence of the Livelihoods officer, represent DRC in coordination meetings.
Staff management
Hold regular meetings with incentive workers for planning, review livelihood activities and address emerging concerns and report on feedback.
Monitor and provide objective feedback related to camp based incentive staff performance, including completing midyear and annual performance evaluations.
Perform other duties assigned by the supervisor and / team leader.

Reporting Arrangements
Reporting To: Project Officer-Livelihoods
Staff reporting: Incentive workers.
Personal Specifications Essential Skills and Qualification:
Degree in Business Administration, Accounting, Economics, Entrepreneurship, Community development, Anthropology or social work.
Minimum 2 years’ experience implementing livelihoods or income generating projects preferably with NGOin a refugee/IDP setting.
Experience in working with local government and stakeholders in implementation of humanitarians projects
Ability to work with minimal supervision and in a team. Well organized and able to prioritize tasks.
Work knowledge of MS office and other relevant computer applications.
A keen understanding of business/enterprise development and development issues including group savings and Loan approaches.
Understanding of value chain analysis
Able to adapt to changing program priorities and emergency priorities that may arise.
Strong self-starter, able to take initiatives
Good planning and organizational skills coupled with problem solving capabilities.
Hands on- community mobilizer.
Experience in working in harsh climatic conditions and ability to communicate fluently in the Somali language will be an added advantage.
Preferable: Experience in refugee setting and knowledge of refugee issues.

This position is field based and non-family duty station.
Location : Dadaab Refugee Camp
Contract Duration: 6 Months with the Possibility of extension (3 Months’ probation)
