Program Overview
Helen Keller International (HKI) and Action Against Hunger (ACF) are running a health system strengthening program in five counties of western Kenya. The program aims at providing technical assistance to county health management teams to promote improvements in performance of and access to Maternal, new born and child health and nutrition programs (MNCHN) services. The program is named SETH for System Enhancement for transformative health and will be implemented over 3 years, from 2017 to 2020.
As part of the inception to this new program that, a comprehensive baseline assessment will be conducted between the SETH organizations and the county health management teams in five counties.
Scope of work
We are looking for support to analyze this baseline. It is composed of a quantitative survey at facility level (around 200 facilities) for which data collection will be organized through tablets. The second component of the baseline is a series of around 50 focus group discussions at community level. These discussions are qualitative and recorded by digital recorder. Finally, the third component consists in qualitative survey with CHMT members in five counties, also recorded on digital recorder.
Quantitative data will be available in an excel database. Qualitative data will be available in a word document.
Analysis will aim at:
• Measuring the performance of key MNCHN services at facility level
• Identifying weaknesses, strengths and gaps in management of the facility
• Identifying barriers to access services at community level
• Identifying management strengths and weaknesses at county level
An analysis framework that details the information to be extracted from the survey data will be provided to the consultant. The project coordinators will be working closely with the consultant throughout the consultancy.
It is not expected that the data analysis will require very complex statistics. The first part of the analysis will consist in organizing the data (distribution, quartiles, etc), then through discussion between the consultant and the coordinators, decision will be finalized on which regression analysis may be relevant to the project.
For qualitative data, analysis will consist in extracting key themes that will provide a comprehensive and detailed picture of barriers at community level and management system at county level.
Deliverables – Number of days proposed
1. Review and analyze secondary data as per the analysis framework – 2 days
2. Analysis of the quantitative health facility data as per the analysis framework provided to the consultant and production of findings summaries tables and graphs as required – 8 days
3. 8 Analysis of the qualitative community data and production of findings summaries tables and graphs as required – 5 days
4. 5 Analysis of the qualitative county data and production of findings summaries tables and graphs as required – 5 days
Total – 20 days
Qualifications
• Holder of Masters in public health (Mph) or other relevant field
• Demonstrated experience in analysis of quantitative surveys
• Demonstrated experience in analysis of qualitative surveys
• Demonstrated experience in health & nutrition humanitarian programming recommended
• Fluent English speaking required
• Excellent communication and analytical skills
Payment Terms
Payment is in Kenya shillings (KES) and based on outputs approved, and as indicated in the table. Expression of interest Consultants who meet the above requirements should submit their proposal that include the following:
1. A capability statement (not exceeding one page), including a firm commitment to be available to undertake the entire assignment.
2. Consultant understands of the Terms of Reference and detailing the methodology to be applied.

3. Time and activity schedule.
4. A detailed financial proposal, including consultant’s fees per day, At minimum the financial proposal should include: – An itemized line by line budget proposal for consultancy fees. – Copy of registration certificate, VAT and PIN. -Currency quoted should be in Kenya shillings.
5. Up-to-date curriculum vitae or consultancy firm portfolio with CV(s) of lead consultant/s and other staff who will be involved in the exercise, that clearly spells out qualifications and experience.
6. Executive summaries or copies of 2 institutional capacity technical assistance reports of previous work conducted in similar assignments.
7. Names, addresses and day time telephone numbers of at least three referees representative of organizations for whom the consultant has previously supported on similar assignments.
