We are seeking a consultant to support the establishment of equitable access to affordable, quality health care and strengthening the National Health Insurance System through improved access to health insurance for the informal sector.
Responsibilities
The ICT expert’s role will comprise two aspects:
Review the current NHIF Business processes and upgrading NHIF IT systems (data management and infrastructure) and training of NHIF staff
System analysis of existing ICT Infrastructure, systems, architecture and system performance, and make recommendations
Analyse the core business processes in relation to members, employers and healthcare facilities interactions, and their translation into system automation, and make recommendations for ICT implementation
Identify gaps in the current IT ecosystem
Support the decision making process on ICT Strategy and Tools selection
Support the identification and contracting of the ICT tools implementation partners
Support the implementation, testing and roll out processes
Capacity building – Business Intelligence, Information Security, EDMS, Disaster recovery plan, Business continuity plan, etc.
Provide specification for procurement and support procurement process (available funds for procurement of IT soft- and hardware is EUR 1.2 Mio)
Review existing solutions and global trends on E-Health and make recommendations for applications at NHIF
Support development of fraud detection and control mechanisms in NHIF processes
Identify fraud scenarios in existing IT processes and related fraud control plan and compliance level
Enhance the ICT System fraud detection and control
Person specification
The experts must have the following competences:
A graduate ICT degree with relevant professional certifications namely; networking/systems, administration/programming/information, security, database administration/business intelligence
At least 5 years in managing major IT projects
The candidate should have experience in IT solution design and project management of health insurance system in Kenya, in individual capacity.
Knowledge of the Kenyan health system and key stakeholders
Demonstrate excellent interpersonal skills
Good report writing and presentation skills, and ability to communicate effectively to diverse audiences

We provide information, expertise and influence to governments, health workers, NGOs and businesses to catalyse change so that health services can be accessed by the people who need them most.
In the framework of the German Financial Cooperation with Kenya, a Project to support health insurance for poorer informal sector households was developed. The program intends to contribute to improved access to equitable and affordable quality health services for low income informal sector households in selected counties.
The objective of the program is to contribute to establishing equitable access to affordable, quality health care and strengthening the National Health Insurance System through improved access to health insurance for the informal sector.
The Target group are households with informal employment, low, irregular incomes and without health insurance cover in the target counties.
The Project will be implemented in up to 10 counties, which will be selected on the basis of an open call for proposals. The process of the county selection is implemented by a Tender Committee comprising of the National Hospital Insurance Fund (NHIF) and the Ministry of Health (MoH), supported by the consultant to be selected. The consultant will specifically support the MoH in organizing the submission of the call for proposals to the counties and the evaluation of results.
