1. INTRODUCTION
SOS Children’s Villages is an international non-governmental social development organization that has been active in the field of children’s rights and committed to children’s needs and concerns since 1949. In 132 countries and territories our activities focus on children without parental care and on children of families in difficult circumstances. The first SOS Children’s Village was found by Hermann Gmeiner in 1949 in Imist, Austria. He was committed to helping children in need-children who had lost their homes, their security and their families as a result of the Second World War. SOS Children’s Villages work in the spirit of the United Nations Convention on the Rights of the Child and promotes these rights around the world. SOS Children’s Villages focuses on family-based, long-term care of orphaned and vulnerable children.
SOS CV International has been running its operations in Somalia since 1985 when the first SOS Children’s Village was opened in Mogadishu. Despite the ever changing political and social instability and constant high level of insecurity, SOS CV International has maintained continuous presence in the country in general and in Mogadishu in particular. Programs/projects were later expanded in Somaliland (North-West Somalia) that included a Children’s Village, Medical Centre, Schools and Family Strengthening Program.

2. BACKGROUND TO THE ASSIGNMENT
SOS Children’s Villages Somalia/Somaliland over the years has used a payroll solely operated from Nairobi Office. We have an average of six hundred (600) employees. Due to the current dynamic situation in the labor market, we would like to change our payroll to a unique HRIS which demands the ability to configure a payroll solution without losing the benefits of a standard, supported package. This HRIS therefore aims at achieving the below stated objectives

3. OBJECTIVES
The main objective for SOS is to have a Human Resource Information System manual that is not only regionally compliant but also effective.

4. METHODOLOGY
The following will be the methodology adopted to arrive at the final product;
• Face to face meetings with Key SOS Staff to understand the operations
• Review of current payroll system
• Demonstration of payroll system
• Adjustment of changes and submission of final proposal

5. SCOPE OF WORK
The company is expected to among other tasks:
5.1 Quote both web and server based HRIS
5.2 Bring on board an online means of shortlisting job applications
5.3 Have contact persons to support SOS CV Somalia

6. TIMEFRAME
SOS CV Somalia would like to implement the system by 30th April 2016.

7. DELIVERABLES
The awarded Company is expected to deliver the following outputs for this assignment:
7.1 HMIS Design and implementation as per customization requirements
7.2 Installation
7.3 Importation of existing data
7.4 Training of personnel
7.5 Corrective measures after test run
7.6 User manual
7.7 Disk for installation

8. QUALIFICATIONS
Applicants must:
• Have existed in the market for 5 years or more
• Have worked with other INGO’s in Somalia/ Somaliland
