Broad Function: To supervise the operations and maintenance of water distribution network to ensure quick response to Customer needs. Assist in identifying infrastructural needs which if met would enhance service delivery of NCWSC.
Primary Duties / Responsibilities
Oversee operations of the water distribution
Guide and supervise performance of the staff under him/her
Ensure that the distribution network is working satisfactorily and that the Customer complaints as regards lack of water supply and leakages are attended to immediately
Identify areas where illegal abstraction of water is happening and reports to the Manager for necessary action.
Ensure maintenance of valve chambers, tanks and valves within the distribution network
Maintain accurate records and prepare reports as per requirements
Ensure store reorder levels of materials are maintained
Supervise leak repairs and maintenance
Identify the Company infrastructural needs in liaison with the Operations and Maintenance Manager
Prepare and provide reports on rehabilitation, expansion and other infrastructural work
Carry out preliminary design and costing of the works to be carried out
Prepare budget
Supervise and train Staff in the unit
Any other responsibilities that may be assigned by the Manager.
Person Specifications
Academic Qualifications
Bachelor’s Degree (Second Class Honors (upper division)) in Civil Engineering or Equivalent
Professional Qualifications
Registered Engineer with the Engineer Registration Board (ERB) /Equivalent or Registrable with Engineer Registration Board (ERB).
Experience
At least Four (4) Years’ experience for Registered Members with ERB or equivalent
At least Eight (8) Years’ experience managing water/sewer infrastructure or in a busy Engineering Organization / Environment for registrable members with ERB.
Registerable members must provide prove of submission of their registration reports to ERB although preference will be given to those who are registered.
Required skills and competencies
Strong management and negotiation skills
Computer literacy and familiarity with standard office computer applications
Excellent interpersonal and communication skills
Ability to work under pressure and meet deadlines
