Duties and Responsibilities:
Within delegated authority, the Claims Officer is responsible for the following duties:
Handle legal matters relating to the Local Claims Review Board (LCRB) and Local Property Survey Board (LPSB) including assisting in matters relating to Board of Inquiries (BOI) of the mission;
Review supporting documents attached to claims to verify accuracy and reasonableness while ensuring compliance with UN Rules and Regulations;
Coordinate and support the work of staff involved in processing and verification of claims and processing of asset writeoffs;
Provide guidance, sound interpretations of policies, and training as needed to ensure timely and accurate processing of claims and property survey cases;
Prepare case summaries and agenda to be presented to the Local Claims Review and Local Property Survey Board for its consideration;
Prepare claims cases that can be summarily approved by the Director under the mission’s Delegation of Authority;
Analyze documentation received from various sources concerning loss of or damage to property and record claims by category;
Handle a range of issues related to international, public, private and administrative law, including the interpretation and application of legislative and other instruments governing United Nations activities and operations;
Undertake routine or extensive review of legal documents, instruments, or other material; identify important issues, similarities, and inconsistencies, etc;
Service or assist senior colleagues in serving on various standing boards and committees as may be required;
Assist in representing the Organization in judicial, arbitral or administrative proceedings related to claims against the Organization; Provide guidance to more junior staff;
Handle third party claims with designated local insurance company and assisting in maintaining the database for all contingencies and liabilities in line with the provisions of IPSAS 17 and 19;
Coordinate with Self-Accounting Units (SAUs), Security and Property Management Section on matters pertaining to asset write-offs;
Perform other duties as may be assigned.

Qualifications:
Education:
Advanced university degree (Master’s Degree or equivalent) in law or related fields.
A first level university degree with relevant combination of a minimum 4 years of professional experience may be accepted in lieu of the advanced university degree.
Experience:
At least two years (with a Master’s Degree) of progressively responsible experience in legal or paralegal management or similar functions.
Experience working with database management software.
Previous experience in the compilation or settlement of third party claims in a legal setting is required.
Languages:
Fluency in spoken and written English;
knowledge of other languages spoken in Kenya and Somalia would be an asset.
Driving Skills: Possession of a valid Kenya national driving license would be desired.
