BACKGROUND AND CONTEXT
Health indicators in Marsabit County are poor, particularly for women and children. The county is among the bottom 15 counties in Kenya with a high maternal mortality burden. The maternal mortality ratio remains high at 1127 per 100,000 live births since many expectant women still deliver at home under the care of unskilled attendants; a factor that has also contributed towards high neonatal mortality rate. The infant mortality rate for Saku and Moyale sub counties is at 47/1,000 (55% neonatal) and 41/1,000 (58% neonatal), respectively. Seasonal fluctuations in access to an optimal diverse diet significantly affect the survival and development of children, women, and other vulnerable groups. Poor water, sanitation and waste management facilities are also a major cause of ill health. Maternal and child malnutrition continues to be a major challenge in the county.
CONSULTANCY OBJECTIVES
The consultant will support the health and nutrition team to conduct KPC survey in Saku and Moyale sub counties following four year implementation of the USAID Child Survival Programme.
METHODOLOGY AND TECHNICAL APPROACH
Objectives of the survey:
I. Determine end line information for the project indicators based on the technical focus areas of maternal, newborn and child health, nutrition, diarrhoeal disease and pneumonia case management
II. To determine the impact of the program in achieving its original objectives.
§ Conduct meetings with Concern project staff at Nairobi and field levels
§ Review project documents
§ Review the design and methods for the survey
§ Develop the detailed survey implementation plan including resources and logistics and share with the Concern project staff
§ Thorough training including pre-test and supervision of the survey teams who will be comprised SCHMT and data collection enumerators.
§ Ensure a participatory process involving all project stakeholders throughout the survey implementation period
§ Review and manage systems to ensure quality of data collected
§ Supervise data entry
§ Conduct statistical analysis of all data
§ Prepare and present a summary of the survey results in a debriefing with Concern Worldwide at Nairobi level
§ Provide a comprehensive final report of the survey

TIMELINES AND LOCATION
The assignment will be undertaken in Marsabit for twenty (20) days between February and March 2017
WORKING CONDITIONS
All logistics and field support including travel arrangements from Nairobi to Marsabit and from Marsabit to Nairobi will be coordinated by and costs borne by Concern Kenya. Concern will cover costs of travel, accommodation and food while in Marsabit for the assignment. The consultant will provide their own computers/ laptops for the exercise.
CONSULTANT’S PROFILE
1. An MPH or MSC (Health) or other related field
2. Previous experience implementing MNCH programme is desirable.
3. Previous experience conducting baseline surveys for programs. Previous experience conducting KPC surveys
4. Understanding of maternal, newborn and child health, nutrition and community case management in rural settings
5. Knowledge and experience in working with diverse audiences – INGOs, National NGOs, Private sector and government
6. Excellent analytical, problem solving, planning, organizational, interpersonal, capacity building, report writing and editorial skills.
7. Proficient in the use of computers and relevant applications or software(s) specifically possession of strong statistical and data management skills and experience in using Epi-Info and other statistical programs.
8. Fluency in English and Kiswahili. Fluency in the local language is an added advantage.
