HelpAge International East, West and Central Africa regional office based in Nairobi, Kenya with funding support from Sweden/Norad, seeks a consultant to support the project’s implementation by conducting a Gender Analysis, and carrying out training for staff. The analysis will focus on the Sweden/Norad funded programme implemented in Kenya, Uganda, Ethiopia, and Tanzania, Mozambique and Zambia by HelpAge and the nested institutions (University College London, The Africa Platform of Social Protection and The Coalition)
Project Background
In 2011, HelpAge received funding from Sweden/Norad to implement a three year project, running from 2011- 2013. Following satisfactory implementation, HelpAge successfully applied for a two year extension for 2014 to 2016 to strengthen the learning component of the programme.
The goal of the project is to contribute towards equitable and sustainable development of vulnerable groups in Sub- Saharan Africa by 2015.
The project has four result areas:
1. Increased access to HIV and Social Protection services for most disadvantaged groups;
2. Regional and national level HIV and SP policies, plans and budgets increasingly address the needs of most disadvantaged groups;
3. Increased participation of CSOs in the formulation, implementation and monitoring of national, regional and global HIV and SP policies and strategies;
4. Research and learning contributing to evidence based global, regional and national HIV and SP policies and programmes.
Context
Gender inequality and poverty are particular drivers of HIV and AIDS, and girls and women make up the highest prevalence group in sub-Saharan Africa. Access to HIV-sensitive Social Protection mechanisms for vulnerable groups that include livelihood activities has been enabled and there is evidence of improved household security as a result of the programme. However, the mid-term evaluation of the project found that gender requires greater attention going forward.
Purpose of the Task
The gender analysis of Sida/Norad programme aims to identify how well gender issues are considered in the project and to recommend how gender sensitive responses to reducing inequality in access to Social Protection and HIV related services can be strengthened.
The final report will identify key considerations to put into place to facilitate gender mainstreaming within nested organisations and HelpAge programmes.
Staff training on gender mainstreaming aims to strengthen the capacity of HelpAge and the nesting organizations to conduct gender analysis and to implement gender sensitive interventions.
Objectives of the Gender Analysis
• Assess how current programme interventions address gender issues and meet the needs of women and men, including the focus on gender related barriers to social protection and HIV services
• Develop recommendations for better attention to gender in the programme, based on the results of gender analysis
• Assess the level of skills and knowledge on gender mainstreaming among programme staff, both among HelpAge and the nested organizations, including procedural processes within the organization
• Identify the nature and extent of training needed and develop a training package for staff to mainstream gender effectively
The scope of the Assignment
• Desk review of project documents and existing project data, including:
1. Project M&E frameworks, midterm review, etc.
2. Selection of ‘Road to’ conference abstracts and any gender analysis produced by the Coalition
3. UCL data on the composition of the children under the community study and that of their careers, taking into account any gender analysis produced
• Interviews with male and female staff at different levels involved in programme implementation (this includes HelpAge staff as well as nesting organizations)
• Field visit to 3 countries (Tanzania, Ethiopia, Mozambique) for data collection and validation – (preferably using participatory techniques);
• Prepare analytical report on the main findings suggesting appropriate recommendations;
• Training for partners and staff on mainstreaming gender related issues into the programmes.
Deliverables
The consultant’s key deliverables are as follows:
• Document outlining a methodology to be applied, approach, data collection, sampling methods, work plan and time frame;
• Gender Analysis Report, including good practice examples from 3 visited countries and clear recommendations on strengthening gender sensitive responses across the programme;
• Training programme for staff on gender analysis & mainstreaming that will include a training of trainers at regional level and plan to roll out the training in the different countries where programme is being implemented
External Validation of Findings
An external gender consultant will be hired to validate gender analysis findings and recommendations. The specific tasks will include
• Desk review of programme documents
• Review and validation of gender analysis findings and recommendations
• Input into final report
Education and Experience:
• Masters degree in gender studies, development studies, development economics or any other relevant social science subject;
• A minimum of 7 years of progressively responsible experience in the areas of gender mapping and analyses, auditing, promotion of gender equality and mainstreaming;
• Proven track record and experience in gender-related work especially in sub-Saharan Africa;
• Strong knowledge on Human rights
• Excellent command of oral and written English;
• Proven excellent training and presentation skills;
• Excellent writing skills;
• Cultural and religious sensitivity.
Tax Liability:
Settlement of any tax liability arising from this agreement will remain the responsibility of the consultant. The fees will be liable to withholding tax to be remitted to the Kenya government and a receipt will be availed to the consultant
