IPPF works in 172 countries to empower the most vulnerable women, men and young people to access life-saving services and programmes, and to live with dignity. Supported by millions of volunteers and 30,000 staff, IPPF Member Associations, IPPF provides sexual and reproductive health information, education and services through 65,000 service points. Those services include family planning, abortion, maternal and child health, and STI and HIV treatment, prevention and care. IPPF aims to improve the quality of life of individuals by providing sexual and reproductive health services, especially for poor and vulnerable people. The Federation defends the right of all people to enjoy sexual lives free from ill health, unwanted pregnancy, violence and discrimination.
The SPRINT Initiative (Sexual and Reproductive Health Programme in Crises and Post crises Situation), a program funded by the Australian government and hosted by the International Planned Parenthood (IPPF), was designed to address gaps in Minimum Initial Service Package (MISP) implementation identified in a global evaluation undertaken by the Inter-Agency Working Group (IAWG) on Reproductive Health. The overall goal of the SPRINT program is to improve health outcomes of crisis affected populations by reducing preventable sexual and reproductive health morbidity and mortality. The program purpose is to increase timely access for crisis affected populations to life-saving sexual and reproductive health services as outlined in the MISP.
Simulation exercises
Simulation exercises are among the most useful tools for evaluating and testing these plans, and they have been used systematically over the years by organizations that work in disaster preparedness and response. They are also excellent tools for training, for evaluating tools and procedures, for decision making exercises, for developing team work, and for inter- and intra-sectoral coordination.
A simulation is a tabletop exercise that recreates a hypothetical disaster scenario where a group of participants must make decisions based on information that they receive during the exercise. Each participant is assigned a role in the exercise that can match his or her actual occupation.
Tasks
The consultant will design, organization, development, and evaluation of simulations for emergencies and disasters. To provide practical tools for planning, design, organization, development and evaluation of drills and simulations,
The proposed scenarios will be piloted on the field and feedback share with the consultant for finalization.
Proposed number of days:
The development of the scenarios will cover 1 month.
The pilot phase will cover approximately 2 months
And the finalization will cover 15 days
Required skills and competencies;
• Demonstrated capacity in Data gathering, analysis and scenario script
• Have an experience of having developed or participated in developing simulation exercises and drills for at least three projects
Have good knowledge of the field of Reproductive Health, Emergency and Capacity Development is an advantage.
• Be fluent in English, both oral and written.
• Knowledge in French is an advantage
Responsibilities
• SPRINT will provide and prepare the materials required for the simulation design and development, such as the Facilitator’s Manual and general information about emergency settings in the focus countries.
• SPRINT will set up a pilot team during regional training or at country level and provide relevant feedback.
• SPRINT will cover the following costs associated with the design and development of the simulation.
Deliverable
The consultant must be able toproduce the following;
1. Three generic scenario for simulation exercises in different emergency settings: Armed conflict, flood and heart quake. Each scenario will be adaptable to all regions and countries.
2. Each scenario will be developed in short version for training purpose and in long version for post training follow up purpose.
