Background: In 2013, the Kenya Government unveiled a new transport policy aimed at leasing of vehicles. This was a departure from the prevailing practice of government purchasing and maintaining vehicles for its use.
The Leasing Programme was expected to include insurance, scheduled and unscheduled maintenance, replacement of non-functional vehicles, and fleet monitoring.
The new Leasing Programme that was implemented on a pilot basis was expected to ensure value for services provided, secure improved delivery of public services, create more jobs and pursue enhanced value for money.
Other anticipated benefits included securing a comprehensive and capable network of service centres, world-class technical training resources and top-notch fleet management team.
This was expected to secure improved cash flow management, professional fleet management, enhanced fleet availability and utilization, better driver training and effective countrywide support. Currently the Government has a total of 3280 vehicles under the leasing programme.
Rationale and Objectives of the Study: The Government of Kenya clearly stated its desire of securing improved utilization of available scarce public resources for improved public service
delivery.
The Vehicle Leasing Programme was one of the key interventions in this effort. Desirous of enhancing the performance of its transport fleet, the Government of Kenya wishes to review the implementation of the Vehicle Leasing Programme for the period July 2013 to December 2015.
The general objective of this review will be to determine the performance of the Leasing Programme against the stated policy goals and subsequently identify the necessary interventions for improving the Vehicle Leasing Programme in the subsequent phases.
The specific objectives of the review will be to:
Review all the policy, legal, regulatory and institutional arrangements supportive of the Vehicle Leasing Programme and determine their effectiveness in achieving stated policy objectives;
Comprehensively document and analyze performance data of the Vehicle Leasing Programme and compare against acceptable industry benchmarks locally and globally;
Review the specific Vehicle Leasing Contracts and other related documents to determine their suitability or otherwise in achieving the stated policy outcomes;
Review the capacity and capability of the business and infrastructural systems, including facilities at the National Treasury, the National Police Service and the Leasing Agencies in delivering the stated policy outcomes;
Determine the performance of the Vehicle Leasing Programme from the point of view of mission critical stakeholders;
Make comprehensive and detailed actionable recommendations on measures necessary for enhancing performance of the Vehicle Leasing Programme in the Kenyan Public Service.
The expression of interest is intended to shortlist firms with demonstrable technical and financial capabilities who will be invited for a further bidding process.
The National Treasury now invites Expression of Interest (EOI) from eligible consultancy firms for provision of consultancy services on an assessment of implementation of the government vehicle leasing programme.

The Expression of Interest will be opened immediately thereafter in the presence of the tenderers or their representatives who choose to attend the opening at The National Treasury, Treasury Building, 6th floor, Conference Room No. 603 on Tuesday 14th April, 2016 at 10.30 a.m.
