IOM Kenya is implementing a project “Improving the Capacity of the Government of Kenya in Counter Human Trafficking” to improve responses to human trafficking in Kenya, including by enhancing the capacity of the Government of Kenya to identify and investigate trafficking cases and by improving access to protection for trafficked persons, funded by the British High Commission Nairobi.
Kenya has been identified as a source, transit, and destination country for victims of trafficking. Sustained efforts are needed to identify trafficked persons, to improve capacities of Ministry of Foreign Affairs and International Trade (MFAIT), the Department of Immigration (DoI), and relevant law enforcement actors to cooperate with service providers in the rescue and referral of trafficked persons, and in delivery of assistance services to trafficked persons. As a result of the project, the capacity of the Government of Kenya to identify, investigate, and/or refer trafficked persons will be improved.
In response to a request from the Kenya Police Services (KPS), IOM will conduct a series of module-based trainings combined with on the job training, to members of the Special Investigations Unit (SIU) of the Criminal Investigations Department (CID) to build their knowledge of human trafficking, their skills on investigating trafficking allegations, their ability to protect and refer trafficked persons, and to prepare anti-trafficking cases for referral to prosecutorial authorities.
Under the general guidance of the Head of Kenya Country Office and direct supervision of the Immigration and Border Management (IBM) Program Manager as well as regular consultation with Counter Trafficking Programme Assistant, IOM is seeking a Consultant with law enforcement and counter human trafficking expertise to provide capacity building training for the Special Investigations Unit (SIU) of the Criminal Investigations Department (CID) on human trafficking concepts and trends, differences between smuggling and trafficking, how to investigate cases as well as identify, refer, and protect actual or potential victims of trafficking. The incumbent will work in close coordination with IOM project team and the Kenya Police Services with relevant government authorities in Kenya during the assignment. Main tasks to be performed under this consultancy are:-
1. Close coordination with the Kenya Police Services i.e. the Criminal Investigations Department – Special investigations Unit, and advice existing staff members and focal points who is responsible for responding/assisting in trafficking cases in Nairobi.
2. Conduct a needs assessment to identify priority areas for police staff capacity development.
3. Provide on-site guidance, tailored technical assistance to the Special Investigations Division to improve their ability to undertake proactive and reactive law enforcement action against human trafficking operations in Kenya.
4. Develop training curriculum and facilitate workshop training for the SID –CID staff and focal points in Nairobi and Mombasa.
5. Hold monthly meetings with the IOM project team and submit monthly reports.
This will be conducted in Nairobi within the period of four months in total from the date contract signing.
Core Deliverables
1. An inception report with work plan outlining the methodologies for needs assessment and approaches.
2. Report on needs assessment with recommendations.
3. Training curriculum, inclusive of agenda, all training materials, training methodologies and other necessary information materials for the training workshop.
4. A final training workshop report (inclusive of list of participants, any key issues raised in the training and pre-and post- training knowledge assessments).
5. Monthly reports detailing the on job assistance/guidance provided.
6. Final report detailing tasks undertaken, specifications for deliverables and technical assistance provided.
The assignment is planned to be accomplished in 4 months upon signing of consultancy contract.
Required education and work experience
1. Completed Bachelor’s degree from an accredited academic institution preferably in Law, Security, International Affairs, or related fields;
2. Fluency in English, and knowledge of Kiswahili is an advantage;
3. Proven experience as a trainer, facilitator, and presenter, a curriculum/manual developer and a legal expert on the topics of human trafficking and migrant smuggling (attach any relevant literatures/reports produced);
4. At least 8 years of knowledge and experience in police, law enforcement or interpreting and applying Counter Trafficking Act and immigration law and any related laws;
5. Experience with raising awareness in the public domain and working with governmental and non-governmental institutions is required;
6. Experience with working independently and managing and prioritizing multiple work assignments within the limited time frame.
