BACKGROUND
Finn Church Aid (FCA) is Finland’s biggest development co-operation organization and the second biggest organization in Finland working in humanitarian aid. Finn Church Aid is a member of the ACT Alliance (ACT), an alliance of faith-based development and humanitarian aid organizations forming one of the world’s largest aid organizations.
FCA with funding from UNICEF is implementing the project titled; “Promoting access to quality education in Northern Kenya for OOSC “. FCA recognizes the specific needs of overaged and out of school children (OOSC) in the target counties (Turkana, Garissa and Marsabit) along with the challenging environmental factors that inhibit access to quality education. The project seeks to improve equitable access to education and retention for 13,500 children in the targeted counties. The project will focus on 4 specific aspects of concern; Access to education, Quality education, Capacity Building for education stakeholders and community mobilization/sensitization.
FCA will work with education stakeholders such Ministry of Education, political leaders, opinion leaders, Teachers Service Commission, Teachers Union, UNICEF, community based mobilizers, parents, religious leaders and traditionalists to break the stigma toward OOSC and create an inclusive education system.
SUMMARY
Project: Promoting access to quality education in Northern Kenya for OOSC
Project Donor: UNICEF
Selected consultant will lead in the analysis of data collected from selected stakeholders, schools and villages of Marsabit, Garissa and Turkana. The consultant will also compile a baseline report that illustrates the following:
1. Current attendance rates in target schools (Disaggregated by gender and age)
2. School Retention rates
3. Document prevailing reasons for out of school children in target locations and provide recommendations on how to return them to school and ensure they remain in school
SCOPE OF WORK
Duration: 10 days (Within the month of February, 2017)
Location: Consultant will be based in Nairobi
The objective of the baseline survey is to assess the current conditions i.e. access and barriers to educational services considering various endogenous and exogenous factors such as location, population size, age, Gender, socio-economic status, ethnicity, etc. The study will establish a benchmark for assessing the project’s progress, and measuring the impacts on lives of the targeted beneficiaries at the conclusion of the project and inform the design the project interventions, answering the outcome and output indicators as set in the project logical framework.
The collected data will be in both qualitative and quantitative, which will be utilized by various stakeholders for different purposes such as project management, proposal development, further research and advocacy, monitoring and evaluation, fund raising, and publication and reporting.
Goal:
1. Carry out an analysis of the data collected from the field capturing the status of identified indicators and make conclusions and recommendations on the project roll out in order to realize the overarching goal of ensuring 13 500 out of school children are enrolled in the targeted primary schools and remain in school throughout the project cycle.
2. Identifying barriers that contribute to out of school children in the selected Sub-counties and ways of reducing them in future.
3. Analyze the data collected by tabulating on actual number of learners accessing basic primary education before the intervention for future benchmarking.
Methodology
The data collection will be conducted in Turkana, Garissa and Marsabit Counties specifically in Ijara, Laisamis, Loyangalani and Turkana East and South sub-counties respectively.
Qualitative and quantative data collection will be conducted by Enumerators and anaylization done with the production of report within the stipulated period.
DUTIES AND RESPONSIBILITIES
• – Carry out a training with the enumerators on the overall baseline objectives and process, use of the tools, ethical protocols, quality assurance and data entry plans
• – Analyze quantitative and qualitative information collected by survey enumerators and systemize them into a report to inform implementation
• – Develop the analysis framework in line with the already developed tools for the baseline survey including use of statistical tests.
• – Debrief FCA management on analysis and present findings for discussions and adoption by key stakeholders
• -Develop the Baseline Survey report, incorporate the inputs from the relevant staff, and submit the final baseline report.
DELIVERABLES
• Report detailing the analysis framework outlining data entry methodology and presentation of findings
• High quality final report with all relevant annexes
• At the conclusion of the consulting assessment (within 15 days from contract date) hand over a final report with four bound hard copies and an electronic version. The report is to be prepared in English and will include:
• A report on the activities and missions carried out by the consultant
• The final analysis methodology
• A list of any methodological limitations that may have impacted results
• Analysis of the findings of the study and questions
• Recommendations
QUALIFICATIONS
• A minimum of a Master’s Degree in social sciences, monitoring and evaluation, education, statistics or any other related field; a Master’s Degree or advanced qualification in a related area will be an added advantage
• A minimum of five years’ experience working with education, M&E and exposure to humanitarian, ASAL and post-conflict contexts
• Experience in conducting surveys, analyzing, synthesizing and presenting information
• Experience in capacity building, delivering trainings and/or conducting periodic project evaluations such as baselines, midlines and end line
• A demonstrated ability to work effectively with diverse teams in a multi-cultural and dynamic setting mainly most-at-risk populations like refugees
• Able to analyze quantitative and qualitative data and prepare high quality reports in easy to understand formats for non-technical audiences.
Desirable Assets
• Sensitive to cultural differences and used to working in harsh conditions
• Have hands-on experience, rather than just designing and managing project
