Consultant on Resource Mobilisation – Nairobi – Terre des hommes

Who we are
Terre des Hommes Netherlands (TdH-NL) prevents child exploitation in developing countries, rescues children from exploitative situations and ensures that these children can continue their development in a safe environment. TdH-NL is a rights based organisation. The United Nations Convention on the Rights of the Child (UNCRC) is the cornerstone of all our programmes.

What we do
TdH-NL focuses its long-term development work on fighting (Worst Forms of) Child Labour, Child Migration and Child Trafficking, (Commercial) Sexual Exploitation of Children and Sexual and Reproductive Health and Rights of Children (including Child Abuse and Child Marriage) and on Child Protection in Humanitarian Crisis. For each of these forms of child exploitation, TdH-NL develops and implements programmes, through local partners in twenty countries in Asia, Africa and Europe.

Our approach
TdH-NL addresses the above mentioned issues through five types of interventions: prevention of the worst forms of child exploitation, prosecution of those who perpetrate crimes against children, promotion of a safe and conducive social/economic/legal context for children, provision of services to ensure safe and enduring reintegration of child victims; and partnership & participation to strengthen civil society in the promotion of children’s rights and to include meaningful participation of children.
This position within the organisation
The Consultant on Resource Mobilisation will report to, and liaise closely with the Regional Representative for the Eastern Africa region. He/she will also work closely together with the various Country Managers and Technical Advice Unit. It is a temporary position with clearly defined deliverables (as outlined below).

Objective of the position
The Consultant on Resource Mobilisation is expected to strengthen the capacities and position of TdH-NL in the Eastern Africa region in targeted fundraising and resource mobilisation for the foreseeable period (i.e. three years), which can reasonably be expected to generate positive results.

Specific Objectives
1. To carry out a solid donor mapping, relevant to the thematic work of TdH-NL and its approaches, both at regional level as well as per country programme;
2. This donor mapping should be comprehensive, including institutional donors, foundations, private sector, individual donors, others;
3. To formulate, based on the outcome of the donor mapping, but also on the overall and regional strategic plan of TdH-NL, a final draft funding strategy for the region for the coming period of three years;
4. To present findings and conclusions of the donor mapping and funding strategy to all key TdH-NL staff in the region.

Methodology
The consultancy will involve desk reviews, interviews with key TDH staff, donor organisations, agency representatives, private sector and other relevant parties, as well as drafting the donor mapping database and funding strategy, up to final draft.

Roles and Responsibilities
The Consultant shall
1. familiarise him/herself with the work of TdH-NL in general, including Strategic Plan, Theory of Change, the Stop Child Exploitation policy paper, the various thematic programmes, levels of intervention (five Ps), its past and present relations with external donors, its successes and challenges (desk-study and discussions);
2. familiarise him/herself with the work of TdH-NL in the region and countries, have in-depth discussions with key TdH-NL staff, both at country and regional level, on their expectations of resource mobilisation (desk-study and discussion);
3. be expected, based on a good actual knowledge of the regional donor environment, to link the needs of TdH-NL to the possibilities of potential donors in a donor mapping database, which shall at least include the following information: name and type of donor, thematic focus of donor, registration, relevant contact names with positions and contacts, type, scope and period of funding, registration and other requirements for applicants, procedural points of attention, etc.
4. present the donor mapping for review and discussion to the Regional Representative and others in TdH-NL;
5. based on the donor mapping and knowledge of TdH-NL draft a Regional Funding Strategy, for review and sign-off by the Regional Representative and others within TdH-NL;
6. facilitate and lead a workshop for key TdH-NL staff, in which the donor mapping and Regional Funding Strategy are presented and explained;
7. present a final report on the proceedings of the workshop and issues that have arisen if any.

Profile required for this position
Qualifications
• Relevant University degree up to at least Masters level, such as in Business Management, Development Studies, etc.
Knowledge, experience and skills
• Active knowledge of the donor environment in general and for the Eastern Africa region specifically (Kenya, Tanzania, Uganda and Ethiopia)
• Experience with / knowledge of child rights / stopping child exploitation is an added advantage, and preferably including the Eastern Africa region;
• Track record in successful fundraising;
• Proven research and analytical skills;
• Good oral and written communication skills;
• Good working knowledge of developing and maintaining databases (ICT). **
