Role Purpose: The County Business Environment Reform expert will provide leadership in the design,
development and implementation of high potential business environment programmes in the counties.
The role will require a good understanding of the business environment in counties in order to design appropriate interventions to unleash the potential of business environment in the counties.
Key Responsibilities:
Working closely with the National and County governments, review the business environment in the counties and provide leadership in the development of strategies for sustainable pro-poor and rural-focused growth.
Develop a county business environment scorecard that benchmarks the county’s economic governance.
Working with the selected counties, identify process to simplify and make effective procedures for businesses including registration, licensing, permits, etc. depending on the needs of the counties.
Facilitate business entry and operations by identifying and developing interventions to improve quality of business regulations and potential impact on market competition.
Identify ways to strengthen the enterprise sector’s capability to export to other counties, regional and global markets.
Identify and define a suitable investments-promotion model taking into consideration the national and county regulations and dispute resolution mechanism.
Identify ways to facilitate trade within the counties as well as linkages between counties and national governments as well as identify private sector problems and practical solutions.
Desired Competencies and Experience
A graduate degree in Economics, Public policy, Business administration or other relevant field.
At least 8 years of experience in Business development, 3 of which must be in Kenya
Knowledge and experience of DFID, USAID or World Bank Group approaches to business enabling environment and investment climate reform.
Excellent English and Kiswahili communication skills.
