County Transition Coordinator – Transition Authority – Kisumu

Duties and Responsibilities
Reporting to the Director, Transition Coordination; the holder of this position will be the focal point on transition matters at County level and the link between the County and the Authority.

The position holder will work and coordinate closely with transition teams, forums and other public officers.

Specifically, the County Transition Coordinator will be responsible for the following:
providing management support, developing and overseeing the implementation of strategies, policies, plans and budgets at the county level while ensuring the alignment with the Transition Authority strategies;
liaising and coordinating with County forums and administrative arms at the County level with respect to transition and related activities;ensuring sound financial management and prudent use of Authority resources at county level in line with Authority’s financial regulations;
monitoring and coordinating civic education activities on devolution and transition;
coordinating capacity readiness, assessments and capacity development intervention plans;
supervising and coordinating validation of assets, debts and liabilities as well as human resources;
working closely with government departments and local authorities to ensure proper handing-over to the County Government; and
Monitoring, evaluating; and reporting on transition activities.

For appointment to this position, a candidate must have:
A bachelor’s degree from a recognized university;
and master’s degree in any of the following fields : Social Sciences, Business Administration, Education, Public Administration, Community Development, Development studies or any other relevant qualification from a recognized university;
demonstrated eight (8) years experience in leadership and management expertise;
experience in developing, implementing and managing projects/programs involving multiple/diverse stakeholders from government agencies, local government, civil society or private sector;
experience in preparing and delivering written reports and presentations targeted to multiple/diverse audiences;
proven experience in results-based management, monitoring and evaluation and reporting; conversant with the Constitution of Kenya 2010 and relevant devolution laws;
advanced computer application skills; and additional training, professional qualifications and experience of fieldwork will be an advantage.
