The Office of Food for Peace (FFP) will implement a USAID-funded Development Food Security Activities (DFSA) initiative in Uganda with the primary goal of improving food and nutrition security, and promoting self-reliance among extremely poor households in refugee settlements and host communities in Kamwenge District in Western Uganda. This initiative will be a pilot, multi-year “Graduation Activity” project which will include significant learning and research as well as engagement on the part of FFP and USAID’s Global Development Lab. Critical activities for this initiative will entail: a) strong focus on households from both the Rwamwanja refugee settlement and neighboring host communities; b) targeted efforts for extremely poor households; and c) enrollment and graduation for one adult per household, typically the woman of the household.
BRAC International is looking to recruit a Deputy Chief of Party (DCOP) to lead the technical aspect of the Graduation approach at the country level in Uganda. The DCOP will be accountable for the quality of Graduation interventions and will serve as management leader and coordinator of the BRAC team implementing the project. The DCOP will support the lead organization’s Chief of Party in representing the project at the national level for liaison with government, donors and partner agencies involved in the project. S/he will also liaise closely with field-based managers who provide the direct liaison at regional, zonal and district levels with government partner agencies, local institutions and communities. This is a senior leadership role and a critical member of the project management team in Uganda
Key Responsibilities:
Main responsibilities for the DCOP include:
• Provide key expertise and guidance to project partners in the implementation of the Graduation approach
• Support the integration of the Graduation approach within the DFSA project and with other complementary programs designed to address the causes and consequences of chronic food insecurity
• Ensure the achievement of Graduation outcomes and supporting elements including market assessments, graduation criteria, indicators, and enterprise options
• Oversee the development of technical documents such as project guidelines, operations manual, field guides, training modules and staff terms of references
• Lead capacity-building including training, coaching and mentoring, field immersion and development of information, education and communication (IEC) materials.
Specific responsibilities for the DCOP include:
Project Implementation
• Oversee the development and successful implementation of work plans linked to indicators and expenditure of approved budgets, avoiding both under spending and overspending on grant line items.
• Work closely with the Monitoring, Evaluation and Research personnel to develop appropriate monitoring and evaluation plans as well as impact assessments to ensure DFSA strategic objectives are met
• Ensure compliance with all sub-grant provisions, and timely fulfillment of all project programmatic reporting requirements
Personnel and Administration
• Supervise BRAC Uganda project staff: maintain updated job descriptions for each position, conduct annual performance evaluations, identify staff skills development needs and assist the Country Representative to meet these needs, provide management support to staff as needed
• Ensure staff are trained in and understand BRAC Uganda policies; take disciplinary measures as needed.
• Responsible for the timely recruitment, orientation, and training of new staff as needed.
Representation and Leadership
• Lead representation for BRAC Uganda for the project and maintain good working relationships among the international and local NGO community, among Ugandan officials, among community leadership structures and community-based organizations, and to visiting donor teams and other key contacts.
• Keep abreast of NGO, government, and donor initiatives relevant to the project’s work.
Person Specifications:
• Prior experience implementing Graduation approach projects in multiple contexts preferred; experience managing multi-sectoral rural livelihoods and poverty alleviation projects required
• Proven leadership skills
• Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors
• Demonstrated experience recruiting, developing, and managing staff
• Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners
• Understanding and demonstrated commitment to the importance of gender and youth issues in livelihoods and food security programming
• Experience managing programmatic reporting and compliance requirements for complex, publicly-funded development projects
• Excellent oral and written communication skills in English and other language(s), as required
• Ability to travel within the country and internationally, as required
Educational Requirements:
Master’s degree in development studies, international relations, agriculture, nutrition, public health or related field
