Summary: Transparency International – Kenya (TI-Kenya) is part of the Transparency International group that is a non-partisan coalition of individuals with a shared vision of corruption free world.
TI-Kenya is an autonomous chapter in the Transparency International movement, a global coalition against corruption with which we share the knowledge and exchange ideas for the greater good of Kenya.
The Humanitarian Aid Integrity Programme (HAIP) seeks to enhance transparency, integrity and accountability in humanitarian aid programmes.
The HAIP is based on the experience of the TI Secretariat (TI-S) since 2005 in developing research, partnerships and tools to identify and address corruption in humanitarian action, culminating in the publication of the TI Handbook for Preventing Corruption in Humanitarian Operations, updated in 2014.
These global tools have been complemented by work under TI _Kenya in partnership with key humanitarian actors on the Food Assistance Integrity Study, analysing the humanitarian response to the 2011 drought in Kenya.
The improved capacity-building and community empowerment mechanisms recommended by this study are being piloted in the Kenya Arid Lands region and being considered for application in other countries in the Horn of Africa.
In 2013, the TI Movement created the Humanitarian Aid Integrity Network (HAIN), under the leadership of TI-Kenya, to implement the HAIP through a network of TI National Chapters.
From September 2015, the HAIN will carry out a project that will generate evidence-based knowledge of corruption risks and practical solutions in complex humanitarian contexts in Africa and the Middle East.
Based on country-specific research and comparative analysis of corruption risks in complex emergencies with reduced humanitarian space (Afghanistan, Somalia), countries affected by massive inflows of refugees (Lebanon), and countries affected by large-scale public health emergencies (Guinea), the project will share good practice and lessons learned and develop recommendations and principles to enhance the integrity of humanitarian operations through multi-stakeholder engagement at the national, regional and global level.
TI-S has delegated responsibility for coordinating the operational activities under this project to TI-Kenya on behalf of the HAIN.
Duties and Responsibilities
Under the supervision of the Programme Coordinator, the Deputy Programme Officer shall support the implementation of HAIP activities in Kenya and at the global level as per the terms of reference below:
1. Administrative and logistics support
Ensure the logistic and administrative preparation of HAIP meetings, workshops, conferences and field visits in Kenya and at the global level (including searching for venues, accommodation, flights tickets and liaising with participants prior and after the events)
Liaise with the Finance Department to ensure that all vendors, suppliers and consultants hired by HAIP are paid on timely basis
Assist in the design, printing and distribution of IEC materials
Ensure monthly updates of HAIP section in the server and liaise with communication department to ensure continuous updating of HAIP planned activities in TI-Kenya web/blog.
2. Programme support
Carry out desk research and write briefings and summary papers relevant to the implementation of HAIP activities in Kenya and at the global level,
Assist in liaising with HAIP partners and field-based staff in Kenya
Assist in liaising with the consultants and other TI Chapters working on the implementation of the global project (Lebanon, Jordan and Senegal)
Support the review of the studies’ methodological approach ,survey tools, and stakeholders mapping,
Assist reviewing and editing drafts studies conducted in Afghanistan, Guinea, Lebanon and Somalia
Support the design, printing and distribution of the studies
3. Stakeholders’ engagement and partnerships
Assist in the identification, liaison and networking with Humanitarian Actors in East Africa and globally,
Maintain an up to date lists of contact and profile of stakeholders involved in Humanitarian Aid in Kenya and in other targeted regions (West Africa, Middle East, Somalia and Afghanistan)
On request, represent TI Kenya in Humanitarian forums or other relevant meetings and conferences
4. Reporting and Resource Mobilization
Ensure all HAIP activities and projects data are up to date and saved in the server,
Assist in drafting internal monthly reports and donors reports,
Assist in developing funding proposals and/or concepts notes for HAIP activities in Kenya and at the global level.
Qualifications
University degree in related field (International relations / development, Political Sciences, Social Sciences).
Minimum two years of relevant working experience (NGOs/International organizations/Institutions that work on humanitarian aid). Experience from ASAL regions will be an added advantage
Competencies
Sound knowledge and understanding of governance structure & policies in the Humanitarian Aid sector
Excellent command of English (writing and verbal), Knowledge of French, Arabic or Somali language would be an advantage,
Strong networking, leadership skills & team player.
Ability to communicate clearly and effectively with a diverse array of people
Team player
Strong organizational skills and close attention to details
Integrity, diplomatic manner and professional discretion essential.
