Development Evaluation (DE) Officer – Innovation for Change – Africa Hub

Main Duties and Responsibilities
The DE Officer will be the key person capturing the use of data to enable the I4C Africa Hub to have a balanced approach to understanding how they are performing along the journey towards the vision and mission from their own work, and drawing support from the I4C Africa Hub in a targeted and evidence-informed manner, while also being able to confidently share what is working or not working with others within the I4C Africa Hub’s own environment and across the continent.
The DE Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the I4C Africa Hub’s programme. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the programme. He/she will also provide technical assistance to the I4C Africa Hub, particularly in relation to monitoring, reporting and governance issues.

Specific Duties
1. Setting up the System
Assist in the revision of the I4C Africa Hub’s log frame matrix, particularly in the areas of performance indicators and their measurement;
Assist in the development and/or finalization of the project Work Plan and keep it updated in accordance with the I4C Africa Hub’s activities and timeframes as relevant;
Develop the overall framework, for project DE, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan (PMP) with relevant data collection systems;
Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation;
Develop baseline data for each project component and for all project indicators;
With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources;
Develop a plan for project-related capacity-building on DE and for any computer-based support that may be required;
Organize and undertake training with collaborating partners on DE as required.
2. Implementation of DE and Coordination
Collect data on a regular basis to measure achievement against the performance indicators;
Check data quality with partners;
Maintain and administer the DE database; analyse and aggregate findings;
Support project progress reporting, project mid-term review and final evaluation;
Identify areas where technical support to project partners is required. Organize refresher training on DE for partners as required;
Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor/I4C Africa Hub Regional Manager on improving project performance using DE findings.

3. Communications
Produce reports on DE findings and prepare presentations based on DE data as required;
Provide the I4C Africa Hub Regional Manager with management information she/he may require;
Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap;
Perform other duties as may be assigned by the I4C Africa Hub Regional Manager.
Deliverables

Key Performance Areas
Supporting the Hub to draft and manage high quality learning action plans for the I4C Africa Hub, so as to move to its core vision and mission;
Continuous capture of relevant Monitoring and Evaluation data for hub reflection using survey questionnaire and data capture form on quarterly basis;
Gathering extra data from existing documents, interviews and meetings with required project/Hub staff, to fill any gaps, with further clarifications or examples.

Facilitating Learning
Conducting initial analysis of data;
Holding participatory meetings/discussions with various stakeholder groups (management, governance/boards, members etc.);
Summarizing and communicating stakeholder feedback accordingly;

Facilitating Adapting
Facilitating the I4C Africa Hub’s collective decisions on what action (activities, resources, timelines etc.) to take based on data and analysis;
DE Officer/ I4C Africa Hub Regional Manager adjust action plan, and shares for endorsement and any further prioritisation with the I4C Africa Hub Board Members;
Making sure that the Secretariat/Hub Management Governance structure (e.g. Board of Directors) holds teams to account on progress and implementation.

Facilitating Sharing
Supporting the Advocacy and Communications focal person to generate external communication products;
Supporting the Secretariat in incorporating information into reports for the Helper Hub (HH) and other reporting requirements;
Sharing case studies/impact stories/outcomes with wider I4C network through the Community of Practice (CoP), blog posts or any innovative way that is convenient for the Hub.

Qualification Requirements
Education: Advanced University degree in Sociology, Social Development, Development, Economics or Performance Management or another relevant field. Advanced certificate in M&E, statistics or economics preferred. First level university degree in statistics, demographics, public policy, international development, economics, or related field with additional years of relevant work experience and/or training/courses.

Experience
Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects;
Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages;
Experience in designing and managing beneficiary monitoring and database systems;
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans;
Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies;
Experience in planning and managing surveys;
Experience in developing and refining data collection tools;
Experience with data quality assessments and oversight;
Experience in managing and providing training to partners and target beneficiaries;
Ability to facilitate and serve as project liaison for externally-managed evaluations;
Languages: Excellent written and spoken command of English. Knowledge of French preferred.

Competencies
Good knowledge of programme implementation, monitoring and evaluation techniques and practices;
Familiarity with impact assessment an advantage;
Familiarity with some of the substantive issues handled by the I4C Africa Hub such as civic space restrictions, advocacy, network building, social dialogue;
Good moderation, facilitation and training skills;
Demonstrated ability to liaise and negotiate with government and social partners;
Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of the I4C Africa Hub’s programme;
Excellent analytical and conceptual skills; ability to translate these into programme development;
Ability to liaise with different stakeholders in a multicultural setting and work in diversified environments;
Exceptional team management skills, able to build and empower Hub members;
Excellent interpersonal and communication skills. Ability to work in a team and adapt message to culturally diverse audiences;
Ability to deal with people with tact and diplomacy;
Full professional proficiency in English with demonstrably excellent written and verbal skills;
Compelling writer, especially of case studies;
Good knowledge of computer applications for information collection, management and dissemination;
Strong organizational, project management, and cross-functional coordination skills;
Ability to build on relevant knowledge within and outside the I4C Africa Hub as well as actively share her/his experience and expertise with colleagues and partners;
Ability to work independently with a minimum of supervision, as well as a member of a team;
Ability to work under time pressure and meet deadlines.
