Director Of Women’s Empowerment & Transformational – Nairobi – CARE Kenya

JOB SUMMARY
The Director of Women’s Empowerment and Transformational Change is a key member of CARE Kenya’s Senior Management Team. The Director Women’s Empowerment and Transformational Change along with the Director of Humanitarian Response, the Assistance Country Director of Programme Support and the Country Director are responsible for maintaining good working relationships with host government officials, donors, partners, and other stakeholders. The Director of Women’s Empowerment and Transformational Change will jointly lead the organizational transformation of CARE Kenya, aligning strategies, programs, objectives, and structures to the goals of women’s empowerment.
The Director of Women’s Empowerment and Transformational Change is responsible for ensuring that CARE’s programmes in Kenya contribute to CARE’s vision of “a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security”. The Directorof Women’s Empowerment and Transformational Change will lead strategic programme planning and is expected to provide strategic leadership in the areas of programme design and proposal development in line with the CARE 2020 Program Strategy. The Director of Women’s Empowerment and Transformational Change is responsible for overseeing the development of coherent programme strategies to promote the empowerment of women and girls. The incumbent will ensure that CARE’s programs in Kenya will promote sustainable livelihoods, increase self-reliance, and improve access by women and girls to their rights.
The Director of Women’s Empowerment and Transformational Change will design programs to build synergy and mutual complementarity between various relief and development initiatives with combined long-term impacts which reduce poverty and social injustice and increase gender equality. The Director will be responsible for ensuring that CARE’s programmatic expertise is used to advance the organizational goals of empowering women and creating long lasting impact in the lives women CARE Kenya works with. The Director of Women’s Empowerment and Transformational Change will collaborate with the Director of Humanitarian Response to integrate gender and greater resilience across CARE’s development and emergency programming and will ensure that womens’s empowerment is at the centre of our emergency work.
The Director of Women’s Empowerment and Transformational Change is responsible for effective oversight of project implementation, donor reporting, project budget management, monitoring and evaluation of ongoing activities. The Directorof Women’s Empowerment and Transformational Change manages a team of professionals focused on the design, funding, implementation, monitoring and evaluation of multi-donor, multi-sector programmes that should effectively address the underlying causes of poverty, by improving livelihood security, promoting social equity, and creating an enabling environment for program participants in line with CARE’s Programming Principles.
The Directorof Women’s Empowerment and Transformational Change will oversee projects in Kenya to ensure high quality implementation, compliance with donor and contract requirements and best practices. Therefore, the Director of Women’s Empowerment and Transformational Change must also ensure that systems and people are in place for effective management and efficient implementation of projects and programmes to meet objectives and timelines .
The Director of Women’s Empowerment and Transformational Change works closely with, and is supported by the International Operations Unit and Internatioal Program units at CARE Canada and will collaborate with teams in CARE Somalia and the East-Central-Southern Africa Regional Office in Nairobi as well as with interested CARE International members (CARE UK, CARE USA units, CARE Deutschland, CARE Austria, and others).
This position is based in Nairobi, Kenya with regular travel to programs in the field.

RESPONSIBILITIES AND TASKS
1. TRANSFORMATIONAL CHANGE LEADERSHIP
• Ensure that transformational change principles are enacted and that the appropriate systems and processes are set up for successful transformation to take place.
• Identify areas of strategic transformational change, map out planning and ensure programmatic road maps are aligned to transformational change needs.
• Ensure appropriate levels of oversight, communication and leadership are in place to create a successful change outcome.
• Develop a set of key result indicators that track transformational change implementation and impact.
• Ensure a leadership environment where employees feel engaged and inspired by the change taking place and the end result of an improved CARE Kenya.
1. STAFF MANAGEMENT
Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated Transformational Change programme team.
• Ensure the proper implementation of CARE’s performance management system for direct reports, including job description and Individual Operational Plan development, regular feedback, mid-term reviews and annual performance appraisals.
• Proactively address performance issues through regular, constructive and honest feedback and coaching, as well as disciplinary actions.
• Identify necessary staff development, career development and succession planning strategies for direct reports.
• Ensure that space and incentives are available to allow staff to develop and innovate.
• Oversee the recruitment and orientation of new senior program staff.

1. PROGRAMME QUALITY
• Oversee the development, implementation, monitoring and evaluation of country office programs and projects and ensure that they are in line with CARE’s global and country office strategic plan and program strategy and with CARE International’s Programming Principles.
• Ensure systems and plans are in place to guarantee that country office programs/projects are designed and implemented based on sound analysis, address the underlying causes of poverty and achieve measurable positive impact on the poor and marginalized and gender equality.
• Work with staff and partners to generate viable programs in line with country office strategy.
• Take the lead in identifying and securing funding for those programmes through the development of concept papers and proposals, respond to requests for proposals from donors and members.
• Ensure that proper monitoring and evaluation systems are in place to demonstrate impact on the underlying causes of poverty and gender inequality and contribute to CARE’s global impact. Put systems in place so that program lessons are being used to promote improved programming and learning. Ensure that monitoring and evaluation systems enhance accountability of the country office vis-a-vis the communities with whom we work as well as other stakeholders (civil society, donors and government counterparts).
• Support the Director of Humanitarian Response in the development of gender-in- emergency tools and capacity in humanitarian response.
• Work with the CD and Director of Humanitarian Response to oversee the development and implementation of a country office advocacy agenda that supports CO programs and contributes to country office and CARE International priorities.
• Ensure that HIV and AIDS is mainstreamed in all activities.
• Ensure gender equality issues are properly considered and addressed in all programs/projects.

1. PROGRAMME MANAGEMENT
• Ensure that CARE programmes and projects are managed in a manner which achieves stated goals and objectives, are in line with CARE policies and procedures and donor rules and regulations, and demonstrate sound resource management.
• Ensure that qualified staff and appropriate policies, procedures and systems are place to properly manage CARE’s programs/projects.
• Monitor the country office development programs and projects to ensure that they are implemented in a professional manner in line with the project proposal and with donor rules and regulations through project visits and the review of annual implementation plans and activity reports.
• With support from the Internal Audit and Quality Assurance, ensure proper management of financial and other resources entrusted to CARE’s programmes and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches).
• Ensure donor and government reporting is done according to agreed upon standards and in a timely manner.
• Work closely with units in Programme Support (finance, procurement, HR, Fleet, logistics etc.) to ensure proper coordination exists for efficient programme implementation, monitoring and reporting.
• Ensure strong commodity management, and accountability where applicable.
• Regularly review and ensure that the most efficient program management structure is established and functional in order to ensure program quality and the cost efficient achievement of project objectives.
1. REFLECTIVE PRACTICE AND LEARNING
• Ensure that the country office development program remains dynamic, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels.
• Establish mechanisms for knowledge sharing and learning between projects and programs within the country office and with parties beyond the country office.
• Establish a reward system and model a culture that recognizes and supports innovation, risk taking and learning.
• Ensure that the country office actively participates in organization wide and regional learning initiatives related to CARE’s priority program themes and approaches.
• Ensure that lessons learned are consolidated and used to inform ongoing and future practices.

1. PROGRAM STRATEGY
• Lead the preparation and implementation of the overall country office Programme Strategy in line with the country office’s Long Range Strategic Plan, national development plans, CARE Canada and CARE International strategic plans, and CARE programming principles and programming priorities.
• Lead the preparation of programme strategies based on sound contextual analysis and that target specific underlying causes of poverty and social injustice, in line with CARE’s Unifying Framework.
• Ensure that all programs and projects designed and implemented by the country office are in line with those programme strategies and contribute to achieving the objectives of the country office strategic plan.
• Seek strategic partnerships necessary to promote CARE’s vision and programming principles and ensure that those partners understand the country offices programme strategies.
1. EXTERNAL RELATIONS AND PARTNERSHIPS
• Develop and enhance relationships between the country office and other parts of CARE and external organizations so that CARE can maximize its impact on poverty and social justice.
• Establish and maintain good relationships with relevant – counterparts/departments of the government, CARE International members, the locally-represented multi/bi-lateral donors, foundations, international and national NGOs, CBOs and other civil society organizations.
• Identify issues to be addressed to heighten donor and government accountability and maintain a positive image and good visibility for CARE amongst these groups.
• Support and work effectively in coalitions, networks and social movements.
• Contribute to national dialogue on poverty reduction strategies and related issues.
• Ensure timely reporting and communications with CARE International members, donors, government and other key actors.
• Ensure cordial media relations and act as CARE spokesperson as required.

PROBLEM SOLVING
The Director is one of the senior CARE representatives in Kenya and as such is responsible for problem solving at a variety of levels. S/he will need to be able to analyze and resolve situations as they arise on a variety of subjects ranging from personnel managementand programming decisions, to issues related to project participants, government, donors, and CARE member partner relations.

QUALIFICATIONS
Must be able to legally work in Kenya.
EDUCATION/TRAINING
REQUIRED: Bachelor’s Degree in related field
DESIRED: Master’s Degree in related field
EXPERIENCE
REQUIRED: minimum of 5 years in senior management position in women’s empowerment, gender equality, humanitarian or development assistance; at least 2 years experience in Kenya, and at least 2 years experience in program design and development, demonstrated capacity in transformational change leadership (change management)
DESIRED: 8 years in a senior management position in women’sempowerment, gender equality, humanitarian or development assistance including 2 years experience Kenya, 5 years experience in program design and development and 2 years experience transformational change leadership (change management)
