CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
DIMENSIONS:
Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million
ROLE PURPOSE:
The Child Protection Coordinator will be deployed to the field location as the lead technical support person to ensure integration of child protection actions in the drought emergency response. The overall purpose is to lead assessments, plan and initiate interventions from the CP response plan to address violations of children’s rights to protection from abuse, exploitation, violence and neglect. The post holder is responsible for ensuring that quality programmes are initiated and capacities developed amongst response staff, government and stakeholders to provide these kinds of protection to targeted children. The post holder will be expected, with limited support, to lead on sectoral assessment, programme design and master budgeting, coordination, and support fundraising, recruitment and procurement.
KEY AREAS OF ACCOUNTABILITY:
Manage and Coordinate Child Protection actions in the emergency response plan
• Lead on child protection assessments using SC assessment processes and tools and the Inter-agency Child Protection Rapid Assessment Toolkit, or guide child protection components of inter-agency assessments while adapting the assessment tools where necessary.
• Coordinate with other SC thematic areas and/or the Child Protection Working Group to ensure assessment findings analysis are documented and disaggregated according to children’s needs.
• Work with the Programmes or Team Leader to develop child protection response plans and master budgets and contribute to Save the Children’s overall response strategy.
• From the strategy initiate programming in the following areas as appropriate:
o Support to the psychosocial wellbeing of children and their families, including Psychological First Aid.
o Track and monitor family separation as a key risk in the context and ensure relevant interventions for prevention and response as implemented.
o Prevention and response to abuse, exploitation and all forms violence including harmful child labour and trafficking
o In collaboration with the child safeguarding coordinator ensure safe programming for children across all sector response actions is implemented to prioritise safe programming.
o Integration of child protection with other core sectors through messaging; with Prevention of Sexual Exploitation and Abuse being key.
Monitoring and Reporting of the Child protection response
• Working closely with the MEAL team to ensure quality programming is maintained through monitoring against log frames, individual performance management work plans and adherence to the developed MEAL plan.
• Working closely with the Accountability lead put in place accountability activities for child protection, ensuring that feedback from all relevant stakeholders is considered in programme design.
• Prepare timely programme and donor reports on child protection project activities in compliance with internal SC requirements and any relevant external donor requirements.
Capacity Building and Staff management
• Working closely with the HR team, identify child protection staffing needs for emergency programmes, and support rapid recruitment and on boarding of new staff.
• Identify child protection programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.
• Ensure that the humanitarian minimum standards are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Action, the Sphere Charter and Minimum Standards and the Core Humanitarian Standards.
• Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. Together with other sectors, identify sector-integrated capacity building opportunities
Representation, Advocacy & Organisational Learning:
• Ensure that Save the Children’s work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed. This may in some locations involve taking the lead in the Child Protection Working Group and/or sub-groups.
• Take steps to document lessons learned for wider dissemination.
• In collaboration with senior programme staff, assist in child protection advocacy activities that target decision-makers at all levels.
• In collaboration with SC Child Protection colleagues, feed in learning, experiences and evidence to relevant global child protection advocacy objectives.
• Identify opportunities and material to contribute to communications and media work, acting as a spokesperson when required.

QUALIFICATIONS AND EXPERIENCE
Essential
• Previous experience in child protection in emergency response is essential
• Education to MSc/MA level in Social Work, Human rights Law, International Relations, Development Studies or similar studies.
• Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
• Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Inter-Agency Guidelines on Separated and Unaccompanied Children, the Paris Principles, SC Child Friendly Spaces Handbook, and the Minimum Standards for Child Protection in Humanitarian Action.
• Previous experience of managing a team and of project management
• Experience of and commitment to working through systems of community participation and accountability
• Experience in monitoring and evaluating child protection programmes in emergency, transition and development contexts
• Experience in capacity building and in strengthening various duty bearers understanding of and response to child protection.
• Experience of representation and ability to represent SC effectively in external forums.
• Experience of working with and supporting local partners
