Emergency Operations Centre Coordinator – Kenya Red Cross

Overall Purpose
This position supports efficient preparedness to disaster response by ensuring effective coordination of KRCS capacity countrywide before during and after Disaster emergencies. The incumbent is responsible for effective operations of the KRCS Emergency Operations Centre as the National focal point for all KRCS Disaster Operations.

Key Responsibilities
Emergency Operations Centre(EOC)
In Charge of KRCS Emergency Operations Centre and its functions
Maintains effective liaison with other National emergency response agencies during response planning.
Conducts effective internal and external operations coordination during response and early recovery to Disasters across Kenya.
Implements KRCS National Multi-Hazard Contingency Plan
Maintains operational efficiency of all EOC and related equipment
Activate hazard informed Early Warning and Alerts
Supports development and review of National Contingency Plan
Supports review of KRCS Disaster Management Operations SOPs
Supports preparedness coordination between KRCS partners and other Disaster response agencies
Supports review of Disaster Response training curriculum for KRCS staff and volunteers

Disaster Preparedness
Prepares and maintains updated countrywide hazard map
Maintains Countrywide hazard surveillance
Conducts continuous review of KRCS countrywide disaster response Capacity
Supports development and review of KRCS National Multi-Hazard Contingency Plan
Supports review of KRCS Disaster Management Operations (DM Ops) SOPs
Supports preparedness coordination between KRCS partners and other Disaster response agencies
Supports review of training curriculum for KRCS staff and volunteers

Disaster Response
Maintains hazard informed capacity alignment
Focal point for KRCS National Disaster response coordination
Leads response readiness through implementation of an effective standby system
Responsible for effective data capturing in all response operations
Supports coordination of non-KRCS capacity in support of County response operations
Responsible of effective hazard monitoring for timely response activation
Ensures effective operations information management
Provides technical support to Regional EOCs
Provides technical support to National DM Operations Training, Workshops, Drills and Exercises

Learning
Supports documentation of Disaster Operations information to enhance learning
Supports continuous review of Disaster Operations Procedures to enhance system strengthening
Ensure capture of Lessons Learnt In and On Disaster operations to support improvement of efficiency

Administration
Responsible of day to day administration of staff and equipment deployed in the EOC
Contributes to DM Ops department annual plans and budget
Contributes to development of DM Operations logistics plan
Implements DM Ops Regional material resource support plan

Person Specifications
Academic Qualification
Bachelor’s degree in Disaster Management, Short Course in Incident Command System, Disaster Preparedness Planning etc

Experience
3 – 5 years’ experience in disaster operations Centre
