INTRODUCTION
CBM Kenya is a disability and development Non-Governmental Organization registered in Kenya. It is a member of the CBM international family. CBM has been working in Kenya for over 40 years and supports the work of 23 implementing partners. CBM’s work in Kenya is guided by the five components (health, education, livelihood, social, and empowerment) of the WHO CBR Matrix. The organization has been instrumental in the development and growth of services for persons with disability across the country. Priority areas include prevention of blindness / eye health care, special needs education, orthopedic services, community based rehabilitation programs and economic / social empowerment services. Expanding the participation of people living with disability to access employment opportunities is a key area of CBM’s commitment to livelihood.
The primary purpose of CBM’s work is to improve the quality of life of persons with disabilities and those at risk of disability through seeking to
• Reduce the prevalence of diseases which cause impairments
• minimize the conditions which lead to disability
• Promote equal opportunities for economic empowerment, livelihood security and full inclusion in all aspects of society for persons with disabilities.
Internationally, CBM was founded in 1908 in Germany by Pastor Ernest Jakob Christoffel, and builds upon more than 100 years of professional expertise and experience working with disabilities to design and implement programmes in the most disadvantaged societies, irrespective of race, gender or religion.
Rationale
Building from over 100 years of expertise in disability, CBM recognizes that people with disability often face systemic disadvantage in employment opportunities and they are frequently not considered potential members of the workforce. Perception, fear, myth and prejudice, inaccessibility of the workplace continue to limit understanding and acceptance of disability in workplaces everywhere. Myths abound, including that persons with disabilities are unable to work and that accommodating a person with a disability in the workplace is expensive. While the Persons with Disabilities Act of Kenya 2003, provides for the rights of Persons with Disabilities to employment and has set the 5% quota, there is room for effective lobbing for enforcement of the Act and for public and private sector employers to meet the requirements. There is need to develop capacity to overcome prejudices among employers in Kenya.
Scope of engagement
CBM Kenya seeks to put a mechanism in place that will help accelerate placement of youth with disabilities into gainful employment in Kenya over the next two years. This project will promote the formal employment of persons with disabilities (PWD) and contribute to a more inclusive society where there is equal participation. The specific objective is to improve access to employment information / services while at the same time changing the perceptions of Persons with Disabilities in the workplace.
The role of the recruitment agency will be;
• To conduct registration and screening of job seeking persons with disabilities with the aim of building up a significant database of skilled persons with disabilities with various competencies.
• Train job seekers with disabilities on CV and cover letter writing, conducting job interviews and other relevant aspects of job searching.
• Developing handbook for job seekers with disabilities as a reference point or guide in job searching
• Linking qualified persons with disabilities with potential employers and to conduct follow up with the employer to ensure they are retained in the work force.
• Partnership with CBM Kenya to ensure that persons with disabilities are mainstreamed in the workplace.
• Prepare quarterly report highlighting the progress of the initiative clearly outlining the number of job seekers with disabilities interviewed and employed.
Overall objective
Promoting employment of People with Disabilities through inclusive recruitment and internships.
Outputs
• Registration of approximately 10,000 Persons with Disabilities with the agency database.
• Approximately 400 Persons with Disabilities interviewed for potential employment.
• Successful employment of at least 300 Persons with Disabilities within an inclusive work place setting with additional follow up services to help ensure that they thrive in the workplace.
• Internships secured for at least 80 students with disabilities to provide workplace exposure and experience.
• Increased awareness in public with regards to the disability inclusive practices, employability and empowerment of persons living with disability.
• Handbook for job seekers with disabilities.
• Comprehensive progress reports

• Demonstrate ability to sustain the project after two years
• Demonstrate ability to collect data on job seekers with disabilities.
• List of corporate using your services and clearly elaborate the kind of service offered
• Share agency profile with the following information;
• Experience in recruiting with persons with disabilities
• Qualifications of staff involved in implementing the project
• Demonstrate clear understanding of the Disability Act of Kenya 2003, Proposed Disability Bill 2016, and other local and international legal frameworks on disability and employment.
The proposal will be assessed technically and financially.
