THE ASSIGNMENT
The incumbent will report to the Director, Research and Learning, and is expected to carry out the following duties in accordance with the Terms of Reference of the Evaluation:

Manage the execution of the evaluation, inter alia:
• Conduct an in-depth desk review of: all ‘4P framework’ documents and reports; administrative records related to the various activities; programs’ progress reports; results of pre and post training tests; participants’ evaluation of trainings; other donors’ and stakeholders’ relevant documents; and National Strategic Documents, such as Judicial Transformation Framework (JTF) and the new Constitution (2010);
• Reconstruct the Theories of Change and develop the Evaluation Questions and Indicators ( see section 4’ Evaluation Approach’);
• Identify methodological approaches and tools to capture data, in line with the evaluation expected results;
• Coordinate with the (Junior) Evaluation consultant the data collection, administering it with program stakeholders and beneficiaries including program trainers, trainees, and other stakeholders relevant for the evaluation’s scope;
• In coordination with the (Junior) Evaluation consultant, set up and conduct key informant interviews and Focus Group discussions (FGDs) with other relevant program stakeholders.
The incumbent will undertake the in-depth analytical work to produce the Inception Note and evaluation report (in all draft and final versions).In particular the incumbent will:
• Prepare an Inception Note (max 15 pages, excluding annexes, enclosing, inter alia, the completed “Evaluation Matrix” and an “Impact Diagrams” to outline the reconstructed “Theories of Change”);
• Prepare a draft evaluation report (max 40 pages excluding annexes, as per proposed template);
• Finalize evaluation report, incorporating feedback from all relevant program stakeholders.
The consultancy is expected to start at the beginning of February 2016, and shall last for a period of 45 working days (estimated), including one field mission for data collection in Kenya.
IDEAL CANDIDATE PROFILE
Education
• Advanced university degree in Evaluation, Social Sciences, Political Science, International Development, Law or related field.
Work experience
• At least 08-10 years of relevant professional experience including a strong track record in Team Leadership for development assistance evaluations;
• A substantial expert experience in conducting results-oriented evaluations of international development projects and programs and/or of complex/ strategic assessments, focused on capacity-building in the fields of good governance and rule of law;
• Professional Experience with training design and delivery in the context of internal development cooperation is considered a strong asset;
• Professional experience with Project Cycle Management and Logical Framework approaches;
• Professional experience with quality assurance within international development evaluations;
• Knowledge/ experience in gender justice and/or gender – equality related issues is an asset;
• Professional Experience from working in fragile and post conflict countries is required.
Languages
• Fluency in written and spoken English is required.
Specific Technical & Behavioral competencies
• Demonstrated knowledge of evaluation methodology for development assistance projects and programs with specific experience in evaluation methods and tools (theory-of-change based evaluations);
• Sound knowledge of developing qualitative and quantitative (proxy) indicators;
• Relevant experience with survey techniques, focus groups and other participatory methods;
• Strong knowledge of quantitative and qualitative data collection methods,
• Strong analytical, writing and editing skills.
• Excellent interpersonal skills and ability to work in a team;
• Capacity to work in a stressful environment with security restrictions;
• Capacity to work in a multicultural environment;
• Cultural and political sensitivity.
COMPENSATION
IDLO offers competitive remuneration for internationally-recruited consultants. For this fixed term consultancy, a daily rate of €550 to €650 will be offered to the deserving candidate and depending on the qualification and experiences. IDLO shall cover all relevant expenses for the field mission including flight, accommodation and meals.
BACKGROUND
Upon the adoption of the new Constitution in 2010, public and non-state actors in Kenya were expected to deliver on reform agendas, to ensure its effective and efficient implementation, consistent with international standards and best practices. In order to do that, it was necessary to establish a solid platform upon which to build sustainable reform in Kenya, and institutional strengthening, in particular, underpins much of the necessary transformative frameworks at play in the country.
In this context, IDLO supported the Committee of Experts during the design phase of the Constitution, and subsequently, at the invitation of the Ministry of Justice, National Cohesion and Constitutional Affairs, IDLO has partnered with key institutions towards implementation of the Constitution, including: the Kenya Law Reform Commission, the Commission for the Implementation of the Constitution, the Judiciary, the Ministry of Devolution and Planning, the National Treasury, and the Council of Governors. IDLO’s various capacity building interventions and technical assistance projects have been in the areas of, inter alia, Legislative and Policy Review and Reform, Strategic Policy Development, Institutional Strengthening to targeted beneficiaries, Judicial Capacity Development and Legal Awareness.
In all of these different projects undertaken by IDLO Kenya, the approach has been innovative and collaborative, and rooted in partnerships and driven by a meaningful understanding of the contextualized needs in Kenya.
