Trocaire is advertising on behalf of a partner organisation Bishop Gasis Relief and Rescue Foundation.
Purpose
Reporting to the Chairman of the Board the Executive Director will have both internal and external responsibilities, ranging from leading the organisation including; Strategic development, reporting and accountability, fund-raising and external advocacy. The Executive Director will partner closely with the Seniour Management Team to manage the organisations future growth and strategic response to changing needs in target areas.
Key Responsibilities
Strategic Leadership and Management –
• Lead and manage Bishop Gassis Relief and Rescue Foundation.
• Proposes, implements and reports on the strategic direction of the BGRef as well as particular new organisational strategies and initiatives.
• Annually brings forward to the Board both Strategic 3-year plans and annual operating plans; once adopted they are responsible for their implementation and delivery and reports on progress at frequent and regular intervals.
• Ensure ongoing local programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, fundraising, communications, and systems; recommend timelines and resources needed to achieve the strategic goals
• Develop, maintain, and support a strong Board of Directors: serve as ex-officio of each committee, seek and build board involvement with strategic direction
Operational planning and management
• Develop an operational plan which incorporates goals and objectives that work towards the strategic direction of the organization
• Ensure that the operation of the organization meets the expectations of its beneficiaries, Board and Funders
• Oversee the efficient and effective day-to-day operation of the organization
• Draft policies for the approval of the Board and prepare procedures to implement the organizational policies; review existing policies on an annual basis and recommend changes to the Board as appropriate
• Ensure that personnel, client, donor and volunteer files are securely stored and privacy/confidentiality is maintained
• Provide support to the Board by preparing meeting agenda and supporting materials
Program planning and management
• Oversee the planning, implementation and evaluation of the organization’s programs and services
• Ensure that the programs and services offered by the organization contribute to the organization’s mission and reflect the priorities of the Board
• Monitor the day-to-day delivery of the programs and services of the organization to maintain or improve quality
• Oversee the planning, implementation, execution and evaluation of special projects
Human resources planning and management
• All members of the senior management team report directly to the ED. They are responsible for appraising the performance of each member of the team, encouraging their development and further training, where necessary replacing them, recruiting replacements whether internally or externally and formulating remuneration proposals in line with organizational Determine staffing requirements for organizational management and program delivery
• Oversee the implementation of the human resources policies, procedures and practices including the development of job description for all staff
• Establish a positive, healthy and safe work environment in accordance with all appropriate legislation and regulations
• Implement a performance management process for all staff which includes monitoring the performance of staff on an on-going basis and conducting an annual performance review
• Coach and mentor staff as appropriate to improve performance
• Discipline staff when necessary using appropriate techniques; release staff when necessary using appropriate and legally defensible procedures
Financial planning and management
• Expand revenue generating and fundraising activities to support existing program operations and planned strategic development of the programme, in cooperation with Board and relevant staff.
• Work with staff and the Board to prepare a comprehensive budget
• Research funding sources, oversee the development of fund raising plans and approve funding proposals to increase the funds of the organization
• Participate in fundraising activities as appropriate
• Approve expenditures within the authority delegated by the Board
• Ensure that sound Financial management, bookkeeping and accounting procedures are followed
• Administer the funds of the organization according to the approved budget and monitor the monthly cash flow of the organization
• Provide the Board with comprehensive, regular reports on the revenues and expenditure of the organization
• Ensure that the organization complies with all legislation covering taxation and withholding payments
Representation & Advocacy
• The ED represents the Organisation with all external audiences. The ED takes lead responsibility for the maintenance and development of the organisations reputation and relationships with the donors, regulators, governments, local communities, supplier, and other stakeholders.
• Communicate with stakeholders to keep them informed of the work of the organization and to identify changes in the community served by the organization
• Establish good working relationships and collaborative arrangements with community groups, funders, external stakeholders, and other organizations to help achieve the goals of the organization
• Deepen and refine all aspects of communications—from communication products to external relations with the goal of creating a stronger brand
• Use external presence and relationships to garner new opportunities
Risk management
• Identify and evaluate the risks to the organization’s people (clients, staff, management, volunteers), property, finances, goodwill, and image and implement measures to control risks
• Ensure that the Board of Directors and the organization carries appropriate and adequate insurance coverage
• Ensure that the Board and staff understand the terms, conditions and limitations of the insurance coverage
Person specifications
The ED will be thoroughly committed to Bishop Gassis Relief and Rescue Foundation mission. They should have proven leadership, coaching, and relationship management experience. Concrete demonstrable experience and other qualifications include:
1 Advanced degree, ideally an MBA, with at least 10 years of senior management experience; track record of effectively leading and regionally and/or nationally scaling a performance- and outcomes-based organization and staff; ability to point to specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth
2 Unwavering commitment to quality programs and data-driven program evaluation
3 Excellence in organizational management with the ability to coach staff, manage, and develop high-performance teams, set and achieve strategic objectives, and manage a budget
4 Past success working with a Board of Directors with the ability to cultivate existing board member relationships
5 Strong marketing, public relations, and fundraising experience with the ability to engage a wide range of stakeholders and cultures
6 Strong written and verbal communication skills; a persuasive and passionate communicator with excellent interpersonal and multidisciplinary project skills
7 Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning
8 Ability to work effectively in collaboration with diverse groups of people
9 Passion, idealism, integrity, positive attitude, mission-driven, and self-directed
