ROLE PURPOSE:
Save the Children in Kenya is responding to the ongoing drought in Kenya that affected the lives and livelihoods of millions of Kenyans, particularly in the worst affected Northern Counties of Turkana, Mandera, Wajir and Garissa. SC has developed a multi-sectoral response strategy to address the immediate and recovery needs of the affected population. The Food Security and Livelihoods response plan is particularly focused on addressing the immediate food gaps and livelihoods protection needs while also looking at the recovery of livelihoods activities and stabilization of the food security situation in the longer term. SC has presently secured funding for its FSL response and is in the process of recruiting new staff to support program implementation both at field level and in Nairobi. The FSL Project Assistant will be responsible for ensuring the implementation of the emergency food security and livelihoods projects as outlined below. The Project Assistant will be part of the FSL team based in Mandera County and will be responsible for the day to day implementation of project activities under the supervision of the FSL project officers and project coordinator. Key roles include – community sensitization on project activities and objectives as detailed below, community mobilization, beneficiary selection and registration, facilitate community meetings, facilitate formation of project committees, post distribution monitoring, facilitate the planning of livestock vaccination campaign at the community level, routine monitoring of project activities and regular collection of information on humanitarian situation and provide updates to Mandera field office.

Dimensions:
Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2016 of approximately US$17.5million

KEY AREAS OF ACCOUNTABILITY:
• Responsible for FSL day to day activity implementation at sub-County and Ward level;
• Sensitize communities on project objectives and activities;
• Work closely with the project officers, local government offices and the communities;
• Ensure beneficiary selection procedure and criteria are understood by the community and followed by the targeting committees;
• Ensure any feedback from beneficiaries or target communities are shared timely to project officers and that they are responded to appropriately or raised with the Project Coordinator and Field the APM as needed;
• Support in conducting any FSL related assessments and relevant data collection and analysis based on needs identified.
• Coordinate technical and logistical arrangements for the Project activities at community level, engaging community groups and structures and liaising with County government staff supporting the project through technical capacity.
• Prepare and follow up on a day to day and weekly activity plans;
• Provide regular report to the project officer regarding the progress of project activities in the respective operation areas;
• Coordinate with project officers and field finance team in the planning of cash distribution dates and locations.
• Ensure that beneficiaries are adequately communicated about project activities and plans, including distribution date, location, the cash delivery mechanism, required forms of verification and identification, and the amount of cash grant received and the duration of the transfers;
• Understand PDM tools and price monitoring tools and ensure that appropriate procedures, processes and quality standards are met in the collection of data;
• Undertake any other FSL related tasks as assigned by the line manager;

QUALIFICATIONS AND EXPERIENCE
• University degree in Social sciences, economics, development, food security and livelihoods, nutrition, agriculture/livestock production or related field.
• Extensive and proven experience in implementation of Cash Transfer Programs, livestock-based livelihoods activities, Group Savings and Loans Association; Income Generating Activities;).
• Minimum of 2 years of experience of implementation of Food Security and Livelihoods Project in Arid and Semi-Arid Lands.
• Excellent planning, coordination, facilitation and reporting skills, with the ability to organize and manage substantial workload. Experience of working with and coordinating with multiple stakeholders including the government will be an added advantage.
• Strong communication, people management and interpersonal skills, with experience in working with in a multicultural, multi-location, value driven teams.
• Experience working in the marginalised communities in Northern Kenya and understanding of challenges facing women, youth and children in Kenya.
• Computer literacy, particularly in Word, Excel, and PowerPoint;
• Commitment to Save the Children’s Child Safeguarding and other global policies, and values.
• Excellent understanding of child rights programming.
