Food Security Data Assistant – Food and Agriculture Organization of the United Nations

Background
The Integrated Food Security Phase Classification (IPC) is a Global, multi-partner innovative initiative to facilitate decision-making with improved food security analysis. The IPC is set of tools and protocols for classifying the severity and nature of food insecurity that integrates food security, nutrition and livelihood information into a clear statement about the nature and severity of food insecurity and implications for response. IPC incorporates a meta-analysis approach drawing on evidence-based analysis that includes a broad range of data sets and stakeholders.
The Global initiative is governed and strategically is guided by twelve major UN agencies, international NGOs and Regional Inter-Governmental bodies: Action Contre la Faim (ACF) CARE International, CILSS, the Joint Research Centre of the European Commission, FAO, FEWSNET, Global Food Security Cluster, Oxfam GB, Save the Children (UK&US), SICA/PRESANCA, IGAD and WFP through the IPC Steering Committee.
The Global Support Unit (GSU), headed by the IPC Global Programme Manager, is responsible for the implementation of the IPC Global Strategic Programme (2014-2018).
In order to meet the needs and demands for evidence-based information and analyses that informs chronic food insecurity in addition to acute events, the IPC Steering Committee and other technical partners initiated the IPC Chronic Scale in 2014. Both IPC Acute and Chronic analysis draw from meta-analysis of available data from multiple sources and whenever required, re-analysis of quantitative data. The support of the Food Security Assistant is required to undertake such re-analysis and other tasks as described below.

Reporting line and specific tasks
Under the overall supervision of the FAOR and direct supervision of the IPC Regional Coordinator, technical guidance of the Resilience Coordinator RTEA and the IPC GSU Data Analyst.

The major task assigned will be to support the IPC Regional Team in food security data collection and processing based on data available with guidance from the IPC Regional Coordinator and Trainers. In order to achieve this. Specifically, the data assistant will be required to:
• Gather and collate required evidence from IPC partners and others sources
• Re-analyse new raw data gathered from IPC partners in order to: (i) ensure that the data used for the IPC analysis corresponds exactly to the indicators in the IPC Chronic Reference Table; and/or (ii) To allow evidence collected at different administrative levels to be utilized for the analysis areas
• Consolidate and organize all evidence to be used for IPC Chronic and upload it in the evidence repository of the IPC Information Support System (ISS).
• In collaboration with core members of the country IPC Technical Working Group, ensure that relevant evidence is pre-entered in ISS step 1, step 3 and step 4, based on guidance provided by IPC GSU
• Support training and workshops preparation and organization at country level.
• Support the revision of the analysis worksheets and communication templates based on recommendations from the quality reviews
• Support the documentation of lessons learnt from the IPC Chronic roll-out at country level
• Regularly update the IPC Regional Coordinator on work plan progress, informally and formally, briefing on relevant issues and discussions that may arise, seeking guidance and decisions as necessary.
• Undertake other related tasks of IPC as needed and requested by IPC Regional Coordinator
• Enter data in ISS, excel sheets, IPC analysis worksheets or other related medium as instructed
• Process data and information from reports, surveys, other sources and enter in line IPC protocols as instructed
• Perform other duties as required

Minimum Requirements
• Completion of Secondary Education.
• University degree in Agriculture, Economics, Statistics, Social Science or relevant field related fields would be desirable, but is not a requirement
• 3 years of relevant experience in food security information and analysis, agriculture, nutrition, livelihoods, or other related fields in East Africa, with sufficient knowledge on IPC Acute and Chronic.
• 3 years work experience with statistical analysis; proficient of statistics packages such as STATA.
• Experience in analyzing food security related primary data from field surveys; knowledge of Regional and National Food Security information and monitoring systems highly desirable.
• Ability to work well within multi-sector and multi-agency working groups, strong interpersonal and communication skills, writing ability, and oral presentation skills.
• Fluent in English–for Anglophone.
• Proficiency in quantitative methods.
