Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict and natural disaster. DRC’s programs include Protection, Food security & Livelihoods, Shelter/NFI and Water and Sanitation.
Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons. These goals can be effectively advanced through cooperation and joint action with other organizations as well as with integration of operations and programs with its sister organization, DRC.
In Somalia, DRC has successfully implemented a three year resilience project in Dollow district of Gedo region as a member of the Somalia Resilience Program (SomReP) Consortium and has been awarded second phase of the project on Village Level Resilience. The project aims to improve the community’s resilience by targeting agro-pastoral, pastoral and peri-urban livelihoods. The project is being implemented by other consortium members including COOPI and World Vision International-Somalia.
Purpose
The Grants Officer will support the VLRP team leader in managing the VLRP contract as well other DRC/DDG grants as needed by ensuring that all financial and narrative reporting is timely and meets all donor requirements. This is a proactive information management and compliance role to ensure the SomReP consortium members, VLRP quality assurance team and DRC/DDG staff have regular management information to monitor their collective performance in meeting the project deliverables.
Main responsibilities
• Keep track of and coordinate donor reporting schedule and requirements, as stipulated in the donor contracts, ensuring all relevant staff and partners are aware of their obligations;
• Facilitate disbursement of payments to partners based on the invoices submitted;
• Conduct periodic verification of partners supporting financial documents for the invoices submitted;
• Develop a sound understanding of donor contracts and provide advice and support to DRC/DDG staff and partners on various obligations and requirements stipulated in the contract;
• Support in coordination of the regular quality assurance team meetings, ensure all meetings are documented and minutes circulated to all the relevant people;
• Coordinate the VLRP project review meetings in liaison with the team leader;
• In consultation with the team leader, assist in consolidating and/or quality control of reports, in relation to donor requirements, project proposals, and consistency in both narrative and financial reports;
• In coordination with the Grants and Compliance Coordinator, manage effective tracking of project income from the donor and subsequent tracking of disbursements to partners;
• Responsible for hard and soft copy filling of original signed projects and administrative documents
• Carry out internal financial reviews to ensure that donor guidelines are implemented and followed; including financial, procurement and administrative.
• Any other duties as assigned by the supervisor.
Required Qualifications/Skills
• Bachelor’s Degree
• At least 3 years relevant experience with an international NGO in grant accounting.
• Proven experience working with the major donors including Danida, USAID, DFID, EC, etc.
• Proven ability to prioritize tasks and meet deadlines
• A pro-active person who is able to work independently and who is at the same time a good team-player
• Excellent communication and interpersonal skills
• Proven commitment to accountable practices
• Fluent in written and spoken English.
• Advanced MS Excel and Word
Desirable
• Degree in Finance or Accounting and certification in CPA or ACCA
Reporting
Reports to the Grants and Compliance Coordinator at DRC Somalia
Conditions
Availability: October 2016
Duty Station: Nairobi with travel to Somalia.
Contract: This is a one year contract, with possibility of extension.
