Head of Disaster Management – Kenya Red Cross

Purpose
The role is responsible for the development, implementation and evaluation of disaster management programmes designed to prepare for, respond to and mitigate the impact of natural and man-made disasters.

Key Responsibilities
Coordinate with KRCS Regions & Branches, communities and other stakeholders in order to develop a strategic disaster management plan and budget aligned to the Society’s strategic objectives, Red Cross Movement policies and strategies as well as Government policies and strategies.
Coordinate mapping and vulnerabilities capacity assessment (VCA) in order to minimize disaster risks by building the capacity of communities to effectively prepare and respond to natural and man-made disasters.
Identify and put in place early warning systems (EWS) in vulnerable areas by utilizing the latest technology contingency plans, strategies and tactics as well as traditional knowledge management systems to respond and recover from disasters.
Coordinate with supply chain function to procure and stock adequate relief supplies and protective gear to facilitate rapid disaster response at the branch, regional or national level.
Coordinate the proper establishment and management of large-scale intergovernmental, interagency and interdisciplinary unified commands and regular exercises in order to respond effectively to disasters.
Develop and implement effective resource mobilisation strategies, including coordinate the development and preparation of funding proposals and appeals for material assistance.
Coordinate monitoring and evaluation of donor funded programmes by staff in order to evaluate progress, ensure accountability, determine impact and report on significant achievements to ensure organisational learning.
Provide strategic guidance and oversight on Preparedness for effective Disaster Operations and implementation of KRCS Disaster Management policy.
Establish and manage collaborative partnerships with relevant agencies to support effective coordination on Disaster Operations
Provide leadership and oversight in regular monitoring of Disaster Operations and the capacity development strategy.
Coordinate emergency WASH & public Health activities in liaison with other departments and stakeholders.
Provide strategic guidance and support in Disaster Risk Reduction & Livelihood programmes ensuring effective design and efficient implementation of the same

Person Specifications
Academic Qualification
A post graduate degree in Social Sciences, or an equivalent qualification
Experience in emergency response and disaster risk reduction programmes will be an added advanted
Project management certification or at least (5) years project management work experience in a disaster management agency or similar organization
Sound knowledge of emergency and disaster management concepts, programmes and practices. To include technical familiarity of hazards, forecasts and warnings.
Professional Qualifications
Relevant professional qualification.
Member of a relevant professional body.
Experience
Minimum of ten (10) years’ relevant experience with five (5) years managerial level.
