Head of Research, Evaluation and Policy – Nairobi – Save the Children

Contract length: 24 months
The role The Head of Research, Evaluation and Policy (REP) will be responsible for identifying, designing and managing researches and evaluations of Save the Children International (SCI) Somalia/Somaliland Country Office with primary objective of generating evidence for decision-making and policy influence, leading to impactful and innovative programming for children. The Head of REP will be responsible for networking and working closely with Country Office teams, SC members and academia in initiating research and evaluations to support evidence based programming and innovations across all sectors in general and three SCI breakthroughs: No child dies from preventable causes before the age of fifth birth day, All children learn from a quality basic education and Violence against children is no longer tolerated. The job holder will design and implement effective system for maintaining and disseminating research and evaluation findings within the Country Office, SC members and outside. She/he will analyse and review available information and recommend options for implementation of new programme policies; advise on implications of various SCI and others including government policies in terms of trends, opportunities, risks. The Head of REP will also be responsible for enhancing the research and evaluation capabilities of the Country Office team by developing and implementing a research and evaluation capacity building plan.

Qualifications and experience
• Advanced degree in social and development research or related.
• At least 6 year experience in a similar position
• Considerable proven experience in undertaking and leading the production of policy, research and evaluation outputs in similar organisations (Save the Children)
• Knowledge and demonstrated experience of designing and managing researches and evaluations
• Proven experience in research and evaluation methodologies including qualitative and quantitative methods
• Thorough knowledge, skills and experience in public policy development and analysis
• Extensive project development skills and experience
• Proven experience in analysing the situation of children using the child rights programming/ principles framework
• Proven track record of policy influencing with partners, government and civil societies/key stakeholders
• Demonstrated ability to think critically, strategically and analyze complex information and offer creative, practical and effective solutions
• Excellent written and verbal communications skills, and an ability to produce and disseminate research and evaluation outputs to variety of audiences using effective approaches
• Substantial experience and skills in building the competencies of others including staff in research and evaluation techniques: training, coaching, mentoring etc.
• Strong inter-organisational skill such as networking, negotiation and communication.
• Strong skills and experience in applying and using research and evaluation data analysis tools/programmes
• Willing and able to travel time to Somalia/Somaliland to support field teams as security permitsCommitment to Save the Children International values.
• High level of fluency in English, both verbal and written, required.
