The Human Resources Manager (HRM) provides leadership, strategies, systems, policies and oversees the coordination and administration of all aspects of Admin & Logistics, Finance, HR, Procurement and asset management, organizing, staffing, leading, supervising and controlling all operations in order to provide necessary support for program implementation in the Horn of Africa.

FilmAid’s work falls into the four integrated components: Media Content, Communication with Communities (CwC), Communication for Development (C4D) and Skills Development that combine to support program delivery. FilmAid produces multiple forms of creative media, which is subsequently distributed through a variety of outreach channels, ensuring that target communities are reached. This CwC/C4D includes targeted screening events and workshops, radio, SMS, as well as digital media platforms. In addition, FilmAid builds skills within the community to deliver the media and outreach components. This participatory approach drives individual change, as well as ensuring community engagement and ownership of all interventions.
Roles and responsibilities include but are not limited to:
• Oversee the interpretation, implementation and enforcement of personnel policies, regulations and all employment procedures, guidelines and labour laws.
• Evaluate the effectiveness of the HR policies, rules and regulations and continually improve the policies to meet these requirements.
• Monitor the implementation of staff benefits schemes including medical insurance, staff development programs, leave and R&R and any other benefits that may be determined by the organization
• Conduct continuous research on improved staff benefits and make recommendations on the same to Regional Deputy Director – Operations.
• Provide advisory services on personnel requirements such as recruitment/selection/placement
• Manage the recruitment process upon authorization by the Regional Deputy Director – Operations, including posting adverts, receiving and shortlisting applications, organizing interviews and providing necessary assistance and support to the interview panels.
• Preparing all staff IDs and providing a comprehensive orientation package with all relevant information to new staff
• Process work permits and other relevant work documents for international staff / consultants / visitors
• Maintain staff files and records (including the maintenance of up to date emergency contact list of all staff)
• Manage the leave schedule for all staff and ensure timely requests and receipt of leave forms and updated leave schedule from field offices
• Draft letters of offers and job descriptions / terms of reference for prospective staff and consultants and ensure timely approval by the Regional Deputy Director – Operations and other relevant staff
• Provide leadership to supervisors in developing and managing orientation schedules for new staff and monitor the implementation of this schedule including the carrying out the necessary probation appraisals and subsequent performance management.
• Manage the performance management process for all staff by providing leadership to supervisors in managing the process of staff appraisals by ensuring relevant tools are in place and are shared on time and that the appraisals conducted at the right time, collate data collected and present an analysis of the data collected during appraisals to the Operations Director.
• Lead the process of drafting recommendation reports on issues arising from performance appraisals and working with supervisors to manage staff’s key performance indicators.
• Coordinating the development and review of Career Progression Guidelines and advise on career development including making recommendations and authorization of staff eligible for such programs, ensuring reports and records of these are well kept and submitted to the Operations Directors.
• Manage the staff disciplinary processes and ensure proper documentation and confidentiality.
• Be familiar with both FilmAid and the Code of Conduct for Humanitarian Workers in the Refugee Program and manage and or investigate violations to the codes of conduct.
Qualifications and Requirements:
• A Bachelor’s Degree in Human Resource Management from a recognised institution
• Post Graduate diploma in Human Resource management, Sociology, Public/Business Administration will be an added advantage.
• Minimum 5 years’ experience in HR department with staff supervision
• Demonstrate a high degree of professionalism and administrative competence and a thorough understanding of the existing and emerging Human Resource Management practices, Kenya labour laws and techniques.
• Highly developed communication skills and excellent command of English language, both written and spoken.
