Human Resources – Organisational Development Officer – ActionAid

ActionAid International is a leading antipoverty development agency working in over 40 countries in Africa, Asia and Latin America.

In DRC, ActionAid works with poor communities and local partners in North-Kivu, South Kivu and Kinshasa to end poverty and injustice.

ActionAid International DRC (AAIDRC) is urgently looking for a qualified, experienced and self-motivated person to fill in the position of HROD Officer to be based Bukavu, DR Congo starting as soon as possible.

As a member of the HROD department, the Human Resources, Organisational Development Officer is responsible for:-
Supporting Head of HROD in recruitment processes, contract management, performance management systems, career development, staff learning and development, maintaining employee salaries and benefits;
Providing support in the department to ensure best practice in development, reviewing and implementation of organisational policies, systems and procedures.
Developing, appraising, supporting and maintaining a competent & motivated Administration & HR unit team;
Providing specific advice and guidance to managers and employees on a variety of HR issues;
Maintaining and updating all employee records (hard and electronic records)
Coordinating the HROD reporting process in compliance with all reporting frameworks;
Supervising and coordinating the proper functioning of administration and logistics unit and in line with organizational strategies, policies and procedures;
Analysing procurement requests and develop service contracts /agreements for outsourced services and regularly monitor the performance of service providers to ensure that the contracts are respected in line with organisation procure goods and services for respective stakeholders in line with the finance policy and business strategy;
Ensuring maximum security of the organization’s assets/ properties by periodically carrying out an assets auditing to review the reliability and integrity of assets management information & activities;
Provide administrative and logistical support to staff and visitors.

To be eligible to apply for the role you should have:
Bachelor’s degree in social sciences, human resources, OD, business studies;
Membership of relevant professional Institute;
A minimum of 3 years progressive experience and responsibility in human resource management and administration;
Good knowledge of National Labour laws and Employee Relations Systems;
Strong planning and organisation skills and have demonstrated ability to routinely process highly confidential and sensitive personnel issues in a professional manner;
Ability to make sound administrative/procedural decisions and judgments and an analytical approach to problem solving is essential;
Experience of establishing strong working relationships with colleagues from different functions and cultures;
Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines;
Records management skills and experience are essential;
Strong and effective communication skills, with proven ability to negotiate and influence change, with sensitivity;
Strong organisational and computer skills are essential.
