Humanitarian MEAL Coordinator – Nairobi – Save the Children

Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programmes; or are visiting country programmes; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Humanitarian MEAL coordinator will compile information of weekly tracking of data, develop logframe for new humanitarian projects and draft project specific MEAL frameworks. In addition, project specific updates from regular monitoring and accountability activities (such as quality benchmark, actions undertaken to fill quality gaps, post-disbursement monitoring). Finally, this position will also require conducting various rapid needs assessment analysis and report to help the humanitarian project development.

SCOPE OF ROLE:
Reports to: National MEAL Manager
Dimensions: Save the Children International works in Somalia/Somaliland with a current staff complement of approximately 400 staff and current expenditure of approximately 40$ million in 2015.

KEY AREAS OF ACCOUNTABILITY
Program Design and Quality Programmes
• Compile project specific weekly output tracking data. Support area MEAL managers with data collection challenges
• Follow-up with thematic teams in compiling situation tracking data and share with emergency response teams
• Develop MEAL framework for new humanitarian projects and assist National MEAL Manager in ensuring that monitoring and evaluation plans are developed and closely followed up
• Ensure data are collected, analysed and presented for decision making and program learning
• Work with thematic teams in drafting lofgrame indicators
• Liaise with MEAL and IT teams to facilitate updating online data management platforms
• Assist in establishment and implementation of an accountability system that includes a feedback/complaints mechanisms
Knowledge Management and Learning
• Conduct needs assessment to assist in program development
• Lead tools development for collecting data that can enable answering broader knowledge questions regarding humanitarian response
• Prepare data tools for data collection through online platforms
Other duties:
• Comply with and promote all Global Policies such as Child Safeguarding, whistle blowing, fraud and safety
• Perform other duties as may be requested by the incumbent’s supervisor

QUALIFICATIONS AND EXPERIENCE
• Degree in project management or related discipline
• Minimum of three (3) years of experience in MEAL roles, preferably in emergency contexts
• Experience of working on all elements of MEAL including designing, rolling out and managing systems
• Proven experience strengthening M&E capacity over time, at field and coordination levels
• Proven report writing strengths and skills, in the English language
• Proven success in managing a team and dedication to staff development
• Strong written and verbal communication skills in English, with the ability to operate as part of a team in a multi-cultural, values driven work environment
• Competent in analysing data and familiarity with online data systems
• Demonstrated experience in strategic and operational planning processes
• Ability to manage a complex and diverse workload and to work to tight deadlines
