Context:
Since 2006, IOM has been implementing a range of humanitarian and development projects in all regions of Somalia.
IOM launched its first Migration for Development in Africa (MIDA) programme in 2008. This programme implemented by Labour Mobility and Human Development Division (LHD) of IOM Somalia aims at effectively utilizing the resources and expertise of the Somali diaspora in the development efforts of Somali governments and their partners at community, regional and national level. As of now, approximately 420 MIDA assignments in more than 80 institutions across Somalia have been completed. In addition to MIDA Programme, LHD’s programme aim at mitigating the risks of irregular migration through creating job opportunities and facilitating safe and orderly migration targeting youth.
Under the direct supervision of Head, Labour Mobility and Human Development Division and overall supervision by Coordinator for Migration Management, and in close coordination with colleagues Labour Mobility and Human Development Division in Nairobi and the field, the incumbent will provide support to development and administration of projects and initiatives that involve innovative ways of engaging diaspora expertise and mobilizing remittances for development and humanitarian needs. The incumbent will also support the creation of database (roster) for diaspora professionals who are willing to work in Somalia. The incumbent will also contribute to Division’s communication and advocacy work targeting the aid community and diaspora communities globally.
Core Functions / Responsibilities:
1. Contribute to identification of possible private sector partners and the process of formalizing the public private partnerships;
2. Assist in identifying potential and realistic funding opportunities by collecting donor information; liaising with potential donors and companies, and attending relevant meetings and events;
3. Assist in establishing and maintaining contacts with diaspora associations in North America and Europe & use social media to reach out to them;
4. Support collection of success stories and case studies, and in coordination with the public information unit produce materials for publicity to increase projects’ in Somalia, in the region and in diaspora countries of Somali diaspora’s contribution for official development aid and for development in their country of origin (provision of content, editing);
5. Assist with providing and coordinating inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, partner agencies, implementing partners, etc.;
6. Assist in drafting concept notes and proposals for potential donors;
7. Assist in developing webportal to promote diaspora engagement;
8. Assist in general administrative tasks;
9. Perform any other duties as may be assigned.
Required Qualifications and Experience
Education
• University degree in Political or Social Science, International Relations, International Development, Social Sciences, Communications or a related field. Master’s degree is an advantage.
Experience
• Experience, preferably in the International Development/Business Development;
• Experience in working with diaspora associations (voluntary or professional)
• Experience in donor relations and report writing for relevant donors is an advantage.
• Work experience in technical writing, editing, and reporting;
• Experience and familiarity with conflict mitigation, extremism, peacebuilding, and post-conflict interventions.
• Strong technical writing skills in English.
• Fluency in the use of social media;
Languages
Fluency in English and Somali is required.
