Managing Director / Chief Executive Officer – Nairobi – Kenya Airports Authority

Reporting to the Board of Directors, the Managing Director / Chief Executive Officer will be accountable for the transformation of Kenya Airports Authority into commercially successful and sustainable, environmentally responsible, customer responsive, compliant, ethical, dynamic, efficient, safe and secure globally competitive aviation hub.

The Managing Director / Chief Executive Officer will responsible for the development of short, medium and long term business and asset planning, execution of strategy, risk management and
compliance, and assurance that all physical assets are effectively identified, prioritized, planned, organized and utilised whilst human capital is high performing, engaged, developed, motivated and rewarded.

Accountabilities and Performance Standards
The responsibilities and accountabilities of the Managing Director / Chief Executive Officer as delegated within the authority limits from the Board are summarised as follows:

1. Board
Work with the Board to provide coherent leadership of the Authority, conveying and executing the vision, mission and strategic intent of the Authority and representing the organisation to employees, passengers, customers, suppliers, partners, government, the media, and the general public.
2. Strategy and Management
Establish Kenya and its airports system as the premier hub for aviation in Africa.
Drive the process of developing a 10 to 20 year strategic plan for the Authority that promotes and ensures the organisation’s continuing success and growth and leads to the creation of shareholder value, together with the senior management team and the Board, for Board approval and adoption.
3. Customer Management & Service Provision
Meet regularly with all stakeholders including airlines, concessionaires, relevant Ministries, and other clients/partners/stakeholders including business organisations, national, county and regional governments to understand their needs and plans, determine their level of satisfaction with facilities and services offered and offer suitable cost-effective solutions.
From the input provided by various stakeholders, develop short, medium and long-term Master plans for each facility to improve and/or expand airport facilities so that they attract passengers and increase utilization of airport facilities; attract commercial and cargo flights and general aviation services; and attract and retain tenants in order to maximize the full potential of all airports/airstrips.
4. Finance & Investment
Prepare and present to the Board for deliberation and approval an annual budget and 3 year financial plan, including the annual procurement plan, that is aligned to and will deliver the approved Strategic plan.
Enhance the balance of revenue including full development and growth in aeronautical and non-aeronautical revenues with a secondary focus on the identification of non-airport revenues.
Oversee and ensure that the procurement process undertaken by the organisation is lawful and authorized; effective, efficient, economical and transparent, in adherence to all Constitutional provisions, Acts of Parliament, and statutory provisions that speak directly to procurement within State Corporations and all payments made in relation to procurement are cost-effective and deliver value for money to Kenya Airports Authority.
Oversee and ensure that all assets belonging to the Kenya Airports Authority, including and not limited to cash, land, infrastructure, etc., are identified, properly registered, safeguarded and fully utilised for the benefit of the organisation.
Drive maximum utilisation and productivity from all the organisation’s assets, ensuring a positive return on all capital investment and operating expenditure.
5. Risk Management and Control
Develop a risk management policy and framework with the senior management team that ensures the Authority has adequate systems and processes of accountability, risk management and internal controls and present it to the Board for deliberation and approval.
Extract and drive the implementation of the risk management plan, monitor the risks to confirm they remain within the set tolerance levels and present the updated Risk Framework to the Board on a quarterly basis.
6. Leadership and Performance Culture
Create a high performance organisation driven by talented and competent staff who consistently deliver outstanding results and are compensated accordingly.
Drive own personal development and growth to keep abreast with developments in the industry and in the management and leadership of people and successful organisations.
7. Operating Environment
Develop all operating policies with the senior management team and present them to the Board for deliberation and approval; including but not limited to; Airport Operations, Finance, Procurement, Concessions, Leasing and Tenancy, Customer Service, Human Resource Management, Safety, Security, Environmental Management, and Corporate Social Responsibility, etc.
Ensure that all policies conform to all legal, statutory and regulatory guidelines and are followed; thereby leading to the creation of a safe, secure, eco-friendly, customer focused, responsive, compliant and sustainable environment for employees, passengers, customers, stakeholders and the general public.
8. Governance & Ethics
Personally drive and inculcate in the organisation unequivocal compliance to all Constitutional provisions, Acts of Parliament, statutory provisions and local and international regulations that speak directly to the operation and management of Kenya Airports Authority.

Performance Standards
Delivery of a strategic plan that consistently positions Kenya Airports Authority as a top 10 globally competitive aviation hub.
Achievement of financial targets including revenue, profit and free cashflow.
Achievement of customer and employee satisfaction targets.
Entrenchment of a high performance culture, with high productivity and efficiency brought about by full utilisation of all investment in technology and other assets.
Ensure there are no security breaches and/or major environmental, safety and health incidences.
Comprehensive, current, fully compliant operational policies, procedures, workflows and templates accessible to management and staff to aid performance and delivery of their respective objectives.
100% adherence to all statutory guidelines and regulations. Nil successful cases I fines and/or awards against the Authority due to non-compliance to statutory guidelines and regulations and/or operating policies and procedures.
Safe and secure custody of organisation records including asset registers, titles, leases, contracts, and other statutory documents.
Audit, Compliance and Risk Rating of strong, with Audit / Compliance / Risk issues closed within agreed time frames and no repeat findings in future reviews.
Unquestionable adherence to accepted standard of ethics and integrity.
Competencies
A minimum of 15 years working experience with at least 8 years in a senior management / leadership position with hands on experience and direct responsibility for developing and implementing strategic plans; generating substantial revenues (KShs billions / USD $‘000 millions); managing significant capital and operational budgets and delivering positive cash flows and profits.
Strong people engagement and influencing skills with the ability to build relationships, communicate, present, negotiate and resolve conflicting agendas and interests by motivating and encouraging consensus and partnering at all levels to produce high quality results.
Strategic thinker with good commercial acumen and the ability to identify economic opportunities in a changing environment and capitalise on them. Conversant with various investment models including public, private partnerships; build operate transfer; etc.
Demonstrable competence in managing and delivering large-scale infrastructure. This should entail the management of multi-year capital projects with various stakeholders, partners and service providers, within scope, on time and within budget.
A demonstrated adaptability to drive change and transformation, with a proven capability of quickly assessing complex situations, generating astute, practical and pragmatic solutions, generating plans of action and correcting problems.
Experienced leader of diverse people and processes with the ability to lead, develop and direct team members to deliver to high performance targets and standards.
Able to work under pressure, with strong organizational, planning, prioritisation and execution skills and the ability take accountability for results and achievement of objectives.
Enthusiastic, decisive, pragmatic and dynamic hands-on individual with a sense of urgency, attention to detail and unquestionable integrity.
Working knowledge of, or the demonstrable ability to quickly absorb and understand global and local regulations pertaining to the aviation industry and operations of State Corporations.
Computer literate with working experience gained in a highly automated ERP environment.
Experience working with or interacting with a Board.
A Bachelor’s degree from a globally recognised institution of higher learning. A Masters level qualification is desirable and certification in aviation would be an advantage.
Package Details

Interview and Assessment Process
Shortlisted listed candidates who will be invited to attend an interview for this position will be required to:
complete a detailed application form;
provide details of 3 referees who can speak to their competence, character and integrity;

present a certificate of good conduct;
submit a declaration of wealth to the relevant authorities; and
successfully pass vetting by local and international authorities.
Shortlisted candidates will participate in a comprehensive interview and assessments session which will include psychometric assessments.
