M&E Manager – DREAMS Project
JSI Research & Training Institute, Inc., a leader in the field of international public health, is currently recruiting for a Country Monitoring & Evaluation (M&E) Manager for DREAMS Innovation Challenge (DREAMS-IC) Fund Manager Project in Kenya. Funded by the US Department of State Office for Global AIDS Coordination (OGAC), the DREAMS-IC is an ambitious partnership to reduce HIV infections among adolescent girls and young women in 10 sub-Saharan African countries. The M&E Manager will provide a range of M&E support for the project and will be stationed in Nairobi, Kenya. This position will report to the Regional Director for East Africa, also based in Kenya.

RESPONSIBILITIES:
The M&E Manager will be the point person in country for project M&E, with a focus on M&E of grantees implementing in country. S/he will provide support, which includes, but is not limited to:
Planning, Data Management and Reporting
§ Ensure thorough familiarity with grant awards scope of work and M&E requirements for a portfolio of up to 7 grantees in Kenya
§ Technical assistance to grantees in development and implementation of work plans and sub –partners’ management & monitoring plans.
§ Support grantees in development and implementation of M&E plans, M&E tools and systems to track project outputs and outcomes in coordination with the US-based M&E leadership
§ Provide technical assistance to grantees for timely and accurate indicators’ reporting using the Grants Management Database (Salesforce)
§ In coordination with US-based Deputy Director of M&E and Data Manager, use project-specific M&E tools and processes to track project and grantee outputs and outcomes
§ Present findings, progress, goals, problems and other relevant information to the Deputy Director of M&E and in regular staff calls and/or meetings.
§ Lead in preparation, review, and dissemination of project reports, results and lessons learned.
§ Participate in project evaluation activities, including gathering feedback on grantee activities and programs from beneficiaries and stakeholders through focus groups, site visits, and M&E data.
Grantee Capacity Strengthening
§ Establish the M&E capacity needs for grantees through organizational capacity assessments and take charge of tasks related to the M&E-related organizational capacity development
§ Provide training and technical assistance to grantees’ staff on project database reporting requirements and procedures
§ Conduct monthly site visits and routine data quality assessments with grantees to boost the M&E capacity
§ Participate in the development of M&E-related training curricula, other tools and materials for technical events such as assessments, workshops and trainings
§ Cultivate good communication with grantees’ staff to ensure reports and data submitted is timely, complete and accurate.
Coordination
§ Lead liaison in coordination between the DREAMS IC, Government and other USG & Non-USG implementing partners to establish effective working relations, build synergy and mitigate duplication of resources
§ Participate in relevant technical fora, including thematic technical working groups and task forces organized by the government arms and other implementing partners
§ Support coordination for project activities including launches, workshops and meetings in-country
§ Carry out other relevant tasks as necessary

QUALIFICATIONS
§ Bachelor’s degree required, Master’s Degree (Health Information Management / Public Health Epidemiology or Statistics or similar field) preferred.
§ Minimum three years’ experience working in USG-funded HIV projects, PEPFAR funding and reporting and public health programs.
§ Minimum three years’ experience in research, evaluation, program design, program management, advocacy, and/or health communications; experience working with multiple grantees desirable.
§ Demonstrated interest in and experience in organizational or individual capacity building and/or training.
§ Experience with qualitative and quantitative program evaluation methods.
§ Comprehensive understanding of the HIV/AIDS epidemic
§ Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members.
§ Excellent written and verbal communication and relationship building skills, especially in a cross-cultural environment, and ability to analyze and solve problems, persuade, network and negotiate.
§ Proven ability to solve problems independently without direct supervision.
§ Strong time management, multitasking/ task prioritization skills.
§ Computer proficiency in Microsoft Office Suite required (especially Excel) Excellent oral and written English communication skills. Foreign language skills preferred.
