Monitoring and Evaluation Officer – International Planned Parenthood Federation – Nairobi

The International Planned Parenthood Federation (IPPF) is the world’s largest non-governmental organization working in the field of sexual and reproductive health information and services. It has 6 Regional Offices, (Western Hemisphere based New York, East and South-East Asia and Oceania Region in Bangkok, Arab World Region in Tunis, South Asia Region in Bangkok, European Network in Brussels and the Africa Region in Nairobi, Kenya). The international secretariat is in London, UK.

IPPF Africa Regional Office has received donor funding from the She Decides Campaign to implement a multi-country project in Africa entitled ‘Improved Sexual and Reproductive Health and Rights of Poor and Vulnerable People, especially women and girls. The 24-month project is expected to enhance the delivery and advocacy for SRHR services including supporting the IPPF Member Associations to enhance their capacity for resource mobilization, advocacy and data management systems in SRHR.

IPPF ARO is seeking to recruit an Monitoring and Evaluation Officer in its Regional Office.

KEY TASKS

Strengthen the monitoring and evaluation system for the ongoing review of projects in the region, using approved indicators and targets for measuring, progress and make recommendations for improvement in collaboration with the at ARO and at Central Office

Work with the Monitoring & Evaluation Officers in Africa Regional Office to introduce and implement accurate collection of performance data from the MA that implement the CANADA SHE DECIDE project

Ensure compliance with reporting requirements in collaboration with Central Office and ARO Perform Unit

Ensure consistency of approach on monitoring and evaluation for the CANADA SHE DECIDE project in collaboration with the Perform Unit and Central Office using tools (hardware, software, written), developed to monitor projects being implemented by the Member Associations

Participate in strengthening the Health Management Information System of the Member Associations implementing the project

Strengthen the monitoring, evaluation, and data collection capacity of staff at Member Associations’ level through initiating, organising, participating or conducting of training sessions and evaluation workshops

Take the lead in regular collection, analysis and reporting on data from Member Associations

Support the implementation of baseline and other surveys, such as project reviews, and mid-term and end-of-project reviews

Comply with the requirements of the reporting systems for preparing reports as per the Donor formats/requirements

Prepare for presentation and distribution to stakeholders – data, lessons learned best practices, and the statistical, qualitative, and anecdotal evidence provided by the CANADA SHE DECIDE activities

Responsible for the production of supporting documents e.g. data summaries, workshop reports, etc.

Support the Member Associations in the revision of work plans and strategies in collaboration with the project team

Contribute to the Regional Office’s Annual Performance Report including the review and use of IPPF service statistics

Build and maintain positive relationships with all members of staff, and contacts within and outside the Federation

Become familiar with the Federation’s Health and Safety Programme and Guidelines for using Visual Display Units. To do everything possible to ensure a healthy and safe working environment, including following instructions and guidance.

EDUCATION & QUALIFICATIONS

• The post holder must have a degree in a social science, statistics, demography, development or health related subjects, or equivalent standard of education.

PROVEN ABILITY

• Developed application in the evaluation and / or operational research of programmes, to include the design and implementation of evaluation strategies

• Knowledge of sexual and reproductive health issues in developing countries

• At least five years experience in the design and implementation of monitoring and evaluation systems for development programmes.

SKILLS

• Excellent interpersonal and communication skills required to train / coach staff and give occasional presentations

• Excellent written communication skills

• Strong analytical skills including analysis of both quantitative and qualitative data

• Excellent organisational and time management skills required to meet deadlines

• Ability to work independently and as part of a team

• Excellent Information Technology skills specifically in MS Office software package

• Bilanguage English-French essential.
