Adam Smith International is seeking a Monitoring and Evaluation Officer to support the implementation of an effective M&E system for our youth training programmes. The position holder will be responsible for collecting, analysing and utilisation of training information in a manner that is suitable and relevant for providing decision making, programme improvement and knowledge management. This is a full time, fixed term, position for one year based in Mombasa.

Background to the project
The three year, DFID-funded Kuza project intends to address selected root causes of youth unemployment in Kenya’s second city, and to encourage productive and sustainable job creation for Mombasa’s young men and women. Launched in May 2014, it consists of a combination of skills development, market development, and policy support. The project is market-led, so that jobs and skills are focused on sectors of the economy that have long-term growth potential. The project has made sure to align itself with the objectives and plans of the Mombasa County and the national government.
Responsibilities
• Provide support to ensure quality and effective training programme design by ensuring that Kuza project and its respective training service providers incorporate desired monitoring aspects and training procedures
• Carry out training programme checks, facilitate training compliance to set targets and entrench training accountability aspects in the various training cycles
• Work with the Skills Development Officer, Measurement and Results Manager and the Kuza Team Leader to ensure quality and timely reporting
• Carry out data collection, analysis, documentation, effective reporting and conducting compliance checks for the required training targets
Selection criteria
We are looking for a dynamic and energetic team player with:
Educational Qualification, Knowledge & Experience:
• A Bachelor’s Degree in Social Sciences, Economics, Community Development or any other related field from a recognized university.
• At least 3 years practical work experience in Monitoring and Evaluation
• Working knowledge of word processing spreadsheets, data entry and analysis packages and databases (Microsoft Packages, SPSS, STATA, Epi-Info)
• Experience of building the capacity of others around Monitoring and Evaluation
• Commitment to supporting active labour market programmes – Employment / skills development interventions
Skills specific to the post:
• Clear understanding and experience of M4P programmes, systemic change approach and overall DCED standards and methods
• Ability to conceptualise the existing inter-relationships, organizational working environment and other monitoring and evaluation emerging trends
• Experience and understanding of active labour market programmes
• Great conceptual and analytical skills
• Skills and experience in the application of SPSS or STATA
• Strong interpersonal and effective communication skills both orally and in writing
• Training and facilitation skills

Duration and timing
This is a full time, fixed term, position for one year based in Mombasa. Depending on performance and need, there is the possibility that the contract will be extended.
