USAID Transition Initiatives for Stabilization (TIS) Program: The Transition Initiatives for Stabilization (TIS) program is funded by USAID and responds to the complex crisis that has evolved in Somalia.
The overall program goal is to mitigate conflict; to promote stability and community cohesion, and to strengthen citizens’ relationships with government officials.
TIS implements quick impact activities linked to longer-term stabilization goals.
TIS-DAI invites qualified media and communication experts to apply for a short-term consultancy position to train Somaliland Ministry of Information staff on the proper use and maintenance of media equipment for radio and television transmission, and on effective media production including use of media software and communication.
The 5-day training of trainers will take place in Hargeisa, Somaliland.
It is anticipated to take place in early April.
The training is expected to cover the following topics:
Advanced professional use and maintenance of media equipment and software
Effective radio and television production
Media standards and ethics
Mass communication
Effective training techniques for large groups
Training should have large practical application component to improve skills of trainers.
The consultant will be expected to perform the following:
Prepare and share training materials with TIS-DAI office (1 day)
Travel to Hargeisa, Somaliland (2 days)
Give a 5 day in-house training of trainers for 10 Ministry of Information staff to enhance their skills on media equipment and software, TV and radio production, media ethics, and mass communication (5 days)
Submission of short training report the captures the training process, training outcomes, video clips and photos.
Anticipated level of effort is 8 days
Qualifications:
Degree in media and communication from a recognized university; Master’s degree in the same field will be an added advantage.
Minimum of 5 years’ experience with regard to the use of mass media equipment and production and effective mass communication.
Well conversant with standards of media practice and ethics
Must be results orientated, able to multi-task in the given professional field and can handle a heavy work load in short duration as well as manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
Knowledge and hands-on skills and maintenance of media equipment and use relevant software.
Cross-cultural work environment experience, understanding and sensitivity
Experience in training of trainers
Contract Type: TIS DAI will award an independent consultant agreement for the services, inclusive of trainer’s fee and related travel and accommodation cost.
The consultant will be paid one time after the services have been rendered successfully.
The consultant will not be responsible for the cost of training logistics, equipment and printing of materials.
