National Consultant – Agricultural – Food and Agriculture Organization of the United Nations

Background
The Food and Agriculture Organization (FAO) of the United Nations in collaboration with AU-IBAR and OIE are implementing a European Commission-funded programme entitled “Reinforcing Veterinary Governance in Africa”. The Specific objective of the programme is to “Improve the institutional environment at national and regional levels to provide effective and efficient animal health services in Africa”. The programme has three result areas that include:
• Result 1 Knowledge and awareness for institutional strengthening enhanced
• Result 2 Institutional capacity for livestock policy formulation, animal health strategies and legislation enhanced
• Result 3 Institutional capacity for the implementation of policies and enforcement of regulations enhanced

Reporting line and specific tasks
Within the framework of the Food and Agriculture Organization of the United Nations (FAO) Emergency Centre for Transboundary Animal Disease Operations (ECTAD), under the overall supervision of the FAO Representative in Kenya and direct supervision of the ECTAD Regional Manager, Eastern Africa the consultant will undertake the following tasks:
• Collect and analyze national level data in Kenya, Uganda and Ghana to establish the status of the three key ingredients supporting evidence-based policymaking, notably a) human resources (b) data and information (c) tools (fed with data and information by appropriate human resources) d) organizational capacity.

Specifically the consultant will evaluate the:
• Availability of human resources to apply socio-economic tools for arriving at policy recommendations within the livestock ministries or departments, including competence of staff, skills, knowledge, attitudes and behavior. Also provide a list of all staff with a degree and/or a post-graduate specialization in economics;
• Availability of data and statistics (evidence) to use socio-economic tools for livestock development, including a list of all major statistical surveys that have a livestock component, and details on the livestock content. Also important is information sharing and flows between institutions involved in the generation and use of the data.
• Effective use of socio-economic tools by livestock policy makers in Kenya and Uganda, including a list of models/tools used; outputs and their use.
• Organizational capacity to support effective policy processes. This includes appraising the internal decision-making process; procedures and institutional structures, coordination and linkages; coordination with private sector and other government ministries or levels of government and agencies; M and E units at sub-national and national levels.
• Identify gaps and make recommendations on how the ministries can address them. Also, include how specific institutions such as FAO, AU-IBAR and OIE, local universities and RECs (IGAD, EAC) can support the efforts.

This will involve, amongst other things, visiting the ministries responsible for livestock in the three countries including the ministries in charge of planning, department for policy/policy and planning units and veterinary services both at national and sub-national level. A visit to the agricultural economics and economics department of universities will provide insights into how much research on livestock economics is undertaken. Where possible one or two sub-national units could be visited.
Minimum Requirements
• Advanced University Degree in agricultural economics/animal production /animal science/animal health/range management or relevant field
• Minimum 5 years relevant experience and training in agricultural/livestock economics, livestock policy formulation and policy tools.
• Good skills in design of cross-sectional surveys, data collection methodologies and analytical skills such as use of statistical software
• Good working knowledge on the livestock policy environment in Kenya, Uganda and Ghana.
