The Program Coordinator (PC) isoverall responsible for coordination and program management, financial management, administration, personnel, supervision and implementation of the LWF operations in Kenya and Djibouti. The PC is directly supervising the program unit in Nairobi (2-3 staff) and the LWF Managers in Kakuma , Dadaab and Djibouti. The PC is responsible to ensure monitoring and evaluations of projects are conducted in line with LWF systems and donor requirements, in a timely and accurate manner. To liaise with governments (Kenya and Djibouti), UN partners, NGOs, LWF members and donors is a crucial aspect of the PC position. The PC reports directly to the LWF Country Representative.
A. Project Management & Coordination (Administration, Financial, Security, Personnel and Project Cycle, Intra & Inter Agency)
1. To be fully responsible for the overall coordination and management, financial management, administration, personnel, supervision and implementation of the Kakuma Refugee Project (in Kakuma Refugee Camp) and the Dadaab Refugee Assistance Project (in Dadaab Refugee Camp), Djibouti Refugee project (in Djibouti) and possibly other projects and ACT appeals in Kenya, in accordance with the relevant and current project agreements (and MOUs where relevant) with related agencies and back donors, and in accordance with the current policies.
2. More specifically, to be responsible for the supervision, coordination and training of the program unit staff (in particular the program officers, and ensure that they carry out their functions in a timely, coordinated and participatory manner. In addition to facilitate effective communication, proper planning, decision-making and staff harnessing as are critical for the achievement of sustainable community participation interventions, sustainable long-term development and timely & appropriate emergency response.
3. To take the necessary initiatives and be proactive in program management including new refugee and development projects under the LWF Kenya/Djibouti program, and its funding in close coordination with the representative
4. To be directly and fully responsible for the timely and effective supervision, management and training/coaching of project coordinators, program officers in the proper conduct of their duties and responsibilities in accordance with their job descriptions and in accordance with the general and the special terms and conditions of employment. At the project level, s/he will also be responsible for ensuring that appropriate systems, procedures and controls are in place and are used in the effective management of staff, financial and material resources and their security.
5. To develop the Program Unit (see Management Manual) in line with the needs of the strategic plan and ensure that its functions, relationships and role within the overall program are clear to all staff (Nairobi and field), and ensure that it is staffed within budget.
6. To ensure that monitoring and evaluation of projects and project components are conducted in line with the donor requirements/formats and in a timely manner, with a view to standardizing practices and approaches of M & E program wide. Furthermore, to adopt, adapt and implement the existing and (yet to be developed) DWS policies and guidelines e.g. Environment, Gender, Sustainable development, Planning & Monitoring system guidelines, other, in line with the program’s strategic plan and given situation in the field.
7. To ensure that all projects and the program unit adhere to all established guidelines and policies in conformity with any agreements between LWF/DWS and its partners and counterparts. This implies that there is a cordial relationship and coordinated approach developed and established with identified partners, the project coordinators as well as the program level sector managers/officers (i.e. Finance, Logistics, Personnel/Administration).
8. To liaise with government (GoK), NGO’s, partners and other agencies regarding program activities to ensure and promote a coordinated approach to program development (including participation in relevant workshops and meetings), and to keep individual projects updated and informed.
9. To assist in the development and implementation of a country program strategy, including participation in planned meetings and events as well as sourcing of relevant information and liaison with other players / stakeholders.
10. To coordinate and plan regular staff coordination meetings and develop the agenda in liaison with the LWF/DWS Country Representative and other sector managers.
11. To adhere to all standards in humanitarian assistance, such as the Code of Conduct in Humanitarian Response; the Standards Project is Humanitarian Response (SPHERE); the Code of Conduct against Sexual Exploitation and Abuse of Power, and donor and back donor specific codes of conduct, like the Terrorist Act and more.
B. Representation, Coordination & Information sharing
1. To be the chairperson of the Program Unit (see Management Manual for LWF Kenya), and be part of the monthly bilateral and Management Team (MT) meeting in Nairobi, and the quarterly Joint Management Team meetings that are held in Nairobi or project areas.
2. To participate in the various and regular network of meetings (mainly in Nairobi) with relevant active partners (at various forums) to discuss and take action on pertinent matters (planning, coordination, implementation, training, M & E, liaison) of a project, program and regional nature.
3. To be responsible for the planning and establishment of new project interventions both emergency and development activities and to ensure that these proposals are established within the LWF/DWS (and ACT where appropriate) guidelines and the program’s strategic plan.
4. To develop comprehensive and clear orientation, briefing and induction course/programs for newly recruited program staff and/or existing staff employed in a new capacity. More specifically this will include close liaison with the respective projects, sectors and departments throughout the program, in order to develop, compile and collate the relevant data and information into detailed and planned orientation and induction courses.
5. To be the primary point of contact for program issues from project coordinators, other NGOs, related partners/agencies and donors.
6. To coordinate relevant and appropriate training as part of our overall strategy of capacity building, community development and empowerment, staff development and training.
7. To make regular field trips to monitor, follow up and discuss important program matters with the project management, and to report back to the senior management team in Nairobi office.
8. To provide consultation to the field project management for new recruitment (replacement or new position). This includes active participation in the interview panel for senior positions.
9. To assume such other responsibilities as may be assigned to her/him by the Country Representative, or the person designated by him/her.
Qualifications and Experience:
§ Relevant university degree (management, finance, development studies or other relevant field).
§ Professional training in M&E and/or Project Management is an advantage.
§ At least 5 years experience in a senior management position in an international organization involved in development and/or humanitarian work. Experience of working with refugees or internally displaced persons in East Africa is an advantage.
§ Demonstrated experience in managing partnerships and coordinating complex and sensitive projects. Experience of working in relation to UN agencies like UNHCR, WFP or UNICEF is an advantage.
§ Demonstrated experience in project management including general knowledge and understanding of international donors’ policies and procedures, monitoring and evaluation of projects in accordance to the set and agreed upon standards.
§ Dynamic leader with creative problem-solving skills, particularly in challenging situations; cultural sensitivity and adaptability.
§ High degree of integrity and professional responsibility with a commitment to results
§ Strong communication skills are required
