POSITION SUMMARY The program Coordinator will act as the technical focal point of QRCS on all aspects of the implementation of the Cholera Water, Sanitation and Hygiene (CWASH) Project in close cooperation with the implementing partner “ADESO”. Together with the implementing partner the PC will be responsible for coordinating, consolidating, and ensuring smooth implementation of programs and operations’ activities and adherence to logistic, human resource, administration and security procedures of QRCS as well as of the IP. At the field level, the Program Coordinator represents QRC to relevant stakeholders. The program coordinator will be line managed by the Head of Africa Desk based in Qatar, Doha and technically will work with Adeso program team. The PC will also monitor all grant activities and ensure that the project complies with donor performance reporting requirements. S/he will take part in all assessments, baseline studies, surveys and need assessments to identify necessary changes and future opportunities
Responsibilities
Coordination
Depending on the context and mission needs, the Program Coordinator develops and implements the relevant intervention strategy for QRCS in South Sudan in collaboration with ADESO program managers and technical coordinator(s). The Program Coordinator provides general support, guidance, and serves as focal point during program planning, and reporting.
Representation
The Program Coordinator represents the organization including attendance of relevant events and general meetings with partners’ donors, humanitarian actors, local authorities, protocol meetings, security meetings, as well as sector program meetings when requested by the line manager. In cooperation with ADESO management the Program Coordinator manages the visit of donors’ representatives / HQ visitors / other stakeholders whenever requested.
He/she will provide support and technical oversight to ensure proper implementation of the project including; visiting to areas of operation, monitoring activities and provide technical guidance (particularly for data collection and methodology work); managing the project database; undertaking analysis and producing monitoring reports as needed; disseminating monitoring information; working across to bring data from the all stakeholders together for analysis and reporting.
The program coordinator will be the focal person for QRCS in developing and managing the Program Measurement system, building the capacity of relevant staff and partners in program management and supporting the IP in M&E and research-related activities of field work
SPECIFIC ROLES AND RESPONSIBILITIES
1. Coordinate data collection, analysis and reporting on performance indicators by project team and project counterparts;
2. Provide technical support to the project team and partners to embed conflict sensitivity approach (DNH) and accountability;
3. Organize, attend and facilitate meeting with relevant sister organization and UN agencies for future cooperation;
4. Assist the head of Africa desk to prepare and verify intervention strategy for the horn of Africa region ;
5. In coordination with the implementing partner, ensure and enhance the ownership of program among all stakeholders via community participation and consultation and use of participatory approaches in M&E.
6. Develops the Project Management Plan setting out specific quantifiable performance indicators and targets for overall objectives and activities and establishing monitoring systems to measure project progress;
7. Leads writing of quarterly technical and financial reports and assists the head of Africa desk in writing annual work plans;
8. Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.
9. Develop and actively manage donor performance monitoring plans, including working closely with external evaluators during donor assessments and evaluation;
10. Provide technical assistance in producing quarterly reports of program outputs and accomplishments
11. Provide technical support to dedicated project staff in the field, through regular telephone/skype meetings, field visits and on-the-job mentoring/coaching.
12. Develop appropriate data management templates and formats for project activities and support project partners on data management systems.
Qualifications
Experience required
1. More than 5 years of field experience in a humanitarian and post conflict context;
2. Significant field experience of senior level leadership, capacity building, field management, project planning and implementation, and budget management;
3. Experience working in sensitive security environments;
4. Demonstrated success working effectively and respectfully with local government, International and National NGOs, UN, and other stakeholders in complex environments;
5. Familiarity with the international humanitarian coordination system

3. Ability to work effectively with an ethnically diverse team in a sensitive environment;
4. Personnel management skills: ability to delegate, follow-up, supervise and support
Knowledge of international humanitarian standards (including SPHERE and the Core Humanitarian Standard);
5. Strong writing skills;
6. Strong external representational skills;
7. Fluency in spoken and written English. Some knowledge of Arabic or Somali would be an asset;
Excellent computer skills;
