The University of Maryland Baltimore Global Health Initiatives through its operating arm Maryland Global Initiatives Corporation (MGIC) Kenya implements comprehensive HIV prevention, care and treatment programs to facilitate the Ministry of Health in Kenya to control the spread of HIV and rapidly scale up HIV services, institute continuous quality improvement methods as well as the M & E infrastructure necessary to support these services. MGIC Kenya is seeking suitably qualified persons able to fill the following position:

PROJECT: BORESHA MAABARA (LAB STRENGTHENING)
LOCATION: NAIROBI
REPORT TO: COUNTRY DIRECTOR
OVERVIEW OF PROJECT
“BORESHA MAABARA” (improve laboratory services) is a five (5) year project funded through the US Government Centres for Disease Control and Prevention (CDC) under the President’s Emergency Plan for AIDS Relief (PEPFAR). The project seeks to strengthen diagnostic capacity for the prevention, surveillance and treatment of infectious diseases including HIV and tuberculosis, and other HIV-related opportunistic infections. The University of Maryland, Baltimore (UMB) jointly with the Ministry of Health, National Public Health Laboratory Services, Kenya National Blood Transfusion Service and respective designated County Governments implement the project.

PURPOSE:
The Program Director is the overall lead and key contact for fiscal, programmatic and technical aspects of the grant (BORESHA MAABARA) and is responsible for ensuring timely delivery of all program outputs and outcomes.

PRIMARY RESPONSIBILITIES:
• Oversee technical implementation of program strategies and activities with a view to ensuring timely delivery of expected project results.
• Implement systems for effective use of data in monitoring of program activities and delivery of desired outcomes.
• Establish and maintain positive working relationship with the program collaborators and other grants within the organization.
• Allocate program resources as per approved work plan and ensure that resources are used effectively.
• Ensure effective implementation of the UMB’s financial and administrative policies and procedures concerning procurement, logistics, personnel and inventory management within the program.
• Supervise and mentor program staff for effective delivery of program results.

Qualifications:
The ideal candidate should have:
• Minimum of master’s degree in Medical Laboratory sciences or Biomedical Sciences or other relevant field from a recognized University. Individuals with a PHD will have an added advantage.
• At least seven (7) years of experience in managing and implementing health programs of similar scope and size in a development context.
• Demonstrated ability to work effectively with Ministry of Health, donors and other stakeholders both at national and sub-national level.
• Demonstrated analytical and problem-solving skills.
• Ability to work independently, under pressure and to adhere to set deadlines.
• Demonstrated ability to work with various stakeholders including government institutions at national and county levels.
• Excellent communication, interpersonal and report writing skills.
• Strong staff development, coaching, and mentoring skills.
